Technically, shouldn't all of them be turning very close to the railing on the other side (their left) so that the vehicles coming downhill would be pressing on the outer railing to avoid collision! The current situation would create confusions between the ones coming downhill and the trucks as one is in right an the other is in left instead of both being to their respective left side

The problem here is then trucks won’t pull its self up so easily if it uses the left side. The left side of the road is having too much height. So it the truck which is coming up uses the left side the engine will stop it can lead to large accidents and cause a traffic jam. Sometime it tends to fall on a side. I think you can understand what i’m trying to tell you.
