At least he seemed like, he cared about the civilians enough to not kill them. At least, that's the feeling he gave me in this animation. After he saw the people being very scared, he decided to took Saitama outside of the city for still fighting with him. And after he got even more serious. He took him outside of the planet this time. But yeah you are right, he was still a little out of character in the animation. But not too much so it's still fine.

But if he suddenly take an extremely powerful attack. His body won't have time to adjust well. Also I don't agree when you said Saitama is constantly downplayed in animations, I think it's the opposite. I saw some animation of Saitama on youtube, when he can one punch universe level characters lol. In reality even if Saitama won. He would never beat theses characters in a single punch. When he can't one punch planet level characters like Boros. It's almost like every times someone put a character against Saitama. Everyone is gonna ignore his opponents feats or make him look way weaker than he should be.

Even when Garou copied his serious punch and attacked him with his own serious punch, they didn't leave a scratch on him. Another mistake in this animation is Saitama's punch. Even his normal punches are deadly he can take out anyone with just one punch, after all he's One Punch Man. But this is just a fan animation they can create animations however they like, without following the rules. That's why they made Saitama take damage!

Don't forget that with every second that passes, Saitama's strength doubles. 1,2,4,8,16,32,64,128 ... If the two are tied for a moment in the next second, Saitama will have twice as much strength and will increase infinitely.

A more likely scenario is that they start fighting and Saitama starts growing in power, and once Saitama gets excited for Superman he'll exponentially grow so fast to the point where he will be able to match him in strength, as shown against his fight with garou. Saitamas growth is nothing to scoff at, definitely a threat to anyone even if the gap in power is large.
