An odd, labored end game - especially 23:30 when black gave up her bishop for nothing - ? - then white seemed to want to let her time expire rather than suffer a checkmate - I guess the problem with trying to mate with just a queen and a king is to avoid a stalemate, but it never got to that point
I don't know who was who, but Black is coached well. She is very good at calculating trades and usually comes out ahead either by piece or position. She also knows to put her rook directly behind the pawn. This is extremely important in endgame. She could have won sooner by advancing the king-pawn but that is a minor oversight since she still won. The only sad part was that White did not offer her hand when resigning. It's not about rules it's about sportsmanship. She has much to learn.

I might be wrong, but it seemed to be poor sportsmanship waiting for time to expire when it's obvious there's checkmate on the next move.
