UN should condemn Russia's invasion of Ukraine, which Russia and China stopped them from doing. Russia and China have made the UN obsolete, and they are about as useful as the League of nations was. Either they are binding or non-binding. If they are binding, there is nothing more to discuss. If they are non-binding, then the entire UNSC has just become entirely pointless and has lost any and all reason to exist in the first place. The UNSC has always been a bad idea from the start anyway.
