Question: At 13:31 the blue boat looks to be clear ahead drawing a line from the blue boat's transom it is ahead of the yellow boat, wouldn't this mean that the blue boat does not have to give the yellow boat room?

I agree, and also, if there is doubt as to whether an overlap was established, then surely the big boat does not gain row...no?
