Rule no. 19 | Conduct of vessels in Restricted Visibility|

In this video i have tried to explain Rule no. 19 in simple language.
(a) This Rule applies to vessels not in sight of one another when navigating in or near an area of restricted visibility.
(b) Every vessel shall proceed at a safe speed adapted to the prevailing circumstances and conditions of restricted visibility. A power-driven vessel shall have her engines ready for immediate manoeuvre.
(c) Every vessel shall have due regard to the prevailing circumstances and conditions of restricted visibility when complying with the Rules of Section I of this Part.
(d) A vessel which detects by radar alone the presence of another vessel shall determine if a close-quarters situation is developing and/or risk of collision exists. If so, she shall take avoiding action in ample time, provided that when such action consists of an alteration of course, so far as possible the following shall be avoided:
(i) an alteration of course to port for a vessel forwards of the beam, other than for a vessel being overtaken;
(ii) an alteration of course towards a vessel abeam or abaft the beam.
(e) Except where it has been determined that a risk of collision does not exist, every vessel which hears apparently forwards of her beam the fog signal of another vessel, or which cannot avoid a close-quarters situation with another vessel forwards of her beam, shall reduce her speed to the minimum at which she can be kept on her course. She shall if necessary take all her way off and in any event navigate with extreme caution until danger of collision is over.

    For this you can go to port side .. because most probably the vessel on the right astern will go stbd side

    For a vessel forward lof our beam if we hear fog signal we will reduce speed to minimum at which she kept on her course or if necessary take all our way off. my doubt is if the vessel is abaft our beam and hearing fog signal what will be our action?

    Well if you hear a fog signal of a vessel behind you it means that he is close by and you will definately see that vessel on Radar and than you follow part d of this rule and alter accordingly. Please keep in mind that another vessel also has to take action as it is a restricted Visibility. You will be ahead of his beam and he will also hear your fog signal and also will reduce his speed and he will do alteration as per part (d)

    Ship’s heading 340°. You observe two targets on radar in restricted visibility. One target is on port bow and the other on starboard quarter. You are overtaking the one on port bow. Same TCPA. what should I do?

    You can do the alteration of speed, reduce speed until everything is clear. And then take alteration to the port as per the part (C) you can take alteration to port the vessel overtaking and you have take alteration away from the vessel abaft the beam

    Its easy u have to check the new version of chart in a catalogue... Order new chart if you have old version. And then check your weekly correction log and update the chart with all the correct given for that chart in the weekly correction log

    Please note that in restricted visibility there is No Ram and NUC Vessel. all vessel has to take Action. In this scenario you can reduce speed until you access the situation and to alter Port side as you have to alter away from the vessel on your stbd quarter. NUC Vessel and Ram will also rake action accordingly

    No rule no 13 doesn't apply in rule 19 because rule 13 comes under the section the section of rules in sight of one another.. and rule 19 applies when restricted visibility. Also in rule 13 overtaking vessel takes the action. But in rule 19 both the vessels will take action.

    You can go on either side just take a wide alteration to avoid confusion.

    @@sailorguide sir our vessel is forward of beam of that vessel so they might alter to stbd? And for that vessel they can alter to any side incase of overtaking. So what should I answer to surveyor..is that okay to say either side?last time surveyor asked me this question. M so confused

    @@angler-explorer-sailor yes now the thing is vessel can overtake you from either side... They have an option to overtake from your port side ...... But normally all of the vessel overtake from starboard side ... So yes you can go to port .... But technically you can ho on either side..... As per rule no 8 part f (i) take early action.... So that you avoid risk of collision

    @@angler-explorer-sailor answers may vary little bit as per the surveyers..... But going to port side would be safer answer ... Because vessel which are abaft the beam will take alterations to starboard normally.
