    How does Scenario 2 'Fast Luff' relate to Keep Clear b) 'if the right of way boat can also change course in both directions without immediately making contact' - was the change of direction in the Scenario too extreme?

    By simply reading rrs 16.2, do you or do you not convene that this rule apply also before start?

    Rule 16.2 states that it applies after the starting signal. I didn't intend to imply that the rule applies before the start. This rule was intended to prevent hunting during the upwind leg. However, Rule 16.1 does apply before the start. Does this answer your question?
