An "in depth" look at Rule 10 of the International Regulations for Preventing Collisions at Sea, the COLREGS. The COLREGS are the rules of the road that vessels must obey at sea to avoid collisions.
Rule 10 covers "Traffic Separation Schemes". In this video I go into detail about the rule and give examples of how to apply the rule at sea.
---------RULE 10---------
Rule 10: Traffic separation schemes
(a) This Rule applies to traffic separation schemes adopted by the Organization and does not relieve any vessel of her obligation under any other Rule.
(b) A vessel using a traffic separation scheme shall:
i. proceed in the appropriate traffic lane in the general direction of traffic flow for that lane;
ii. so far as practicable keep clear of a traffic separation line or separation zone;
iii. normally join or leave a traffic lane at the termination of the lane, but when joining or leaving from either side shall do so at as small an angle to the general direction of traffic flow as practicable.
(c) A vessel shall, so far as practicable, avoid crossing traffic lanes but if obliged to do so shall cross on a heading as nearly as practicable at right angles to the general direction of traffic flow.
(d)
i. A vessel shall not use an inshore traffic zone when she can safely use the appropriate traffic lane within the adjacent traffic separation scheme. However, vessels of less than 20 metres in length, sailing vessels and vessels engaged in fishing may use the inshore traffic zone.
ii. Notwithstanding sub-paragraph (d) (i), a vessel may use an inshore traffic zone when en route to or from a port, offshore installation or structure, pilot station or any other place situated within the inshore traffic zone, or to avoid immediate danger.
(e) A vessel other than a crossing vessel or a vessel joining or leaving a lane shall not normally enter a separation zone or cross a separation line except:
i. in cases of emergency to avoid immediate danger;
ii. to engage in fishing within a separation zone.
(f) A vessel navigating in areas near the terminations of traffic separation schemes shall do so with particular caution.
(g) A vessel shall so far as practicable avoid anchoring in a traffic separation scheme or in areas near its terminations.
(h) A vessel not using a traffic separation scheme shall avoid it by as wide a margin as is practicable.
(i) A vessel engaged in fishing shall not impede the passage of any vessel following a traffic lane.
(j) A vessel of less than 20 metres in length or a sailing vessel shall not impede the safe passage of a power-driven vessel following a traffic lane.
(k) A vessel restricted in her ability to manoeuvre when engaged in an operation for the maintenance of safety of navigation in a traffic separation scheme is exempted from complying with this Rule to the extent necessary to carry out the operation.
(l) A vessel restricted in her ability to manoeuvre when engaged in an operation for the laying, servicing or picking up of a submarine cable, within a traffic separation scheme, is exempted from complying with this Rule to the extent necessary to carry out the operation.

Good video. The red vessel could have also stopped her engines when giving way to the vessel on her starboard side. This way she retains her 90 degree aspect to the TSS.
In that video, when the red vessel was crossing the TSS and gave way to the second vessel it shouldn't have altered course to starboard to give way as it went against the flow of traffic. it should have rather made a bold alteration to port and past ahead or made a bold reduction in speed to allow the other vessel to pass ahead.

I would like to pose this question that was asked of me during a recent interview. You are following a TSS lane on a power driven vessel, and being overtaken by a Sailing vessel in sight of you. Risk of collision exists. Which Rule applies to this situation? Rule 18 Responsibilities Rule 13 Overtaking Rule 12 Sailing Vessels Rule 10 TSS I was only allowed to choose one option. I decided to go with 10, though in reality, you can't say it's either 10 or 13, as both of them would be applied in this situation and they don't even contradict one another as in both rules, the overtaking vessel would have to give way, which in this case is the sailing vessel.

In rule 9 only "passage" is mentioned. In rule 10 "safe passage". Pls clarify the difference between the two

when the red vessel is crossing the second lane and altered co to starboard, she was not proceeding in the general direction of the traffic, should she have slowed down or altered to port?

george saguna correct she should’ve slowed down or altered to port and slowed down
the last situation in your video, if the length of red vessel is less 20M, she needs to give way to both yellow and bule vessels, right?

she shall take early action to not impede passage of this 2 vessels. but if she isnt taking that action so its involves risk of collision than rule 15 applies and yellow vessel becoming give way vessel.

@@viktor187 i agree but which obligations do we have (PDV) toward a vessel less than 20m shall we act with her as a normal pdv or it is protected under r18? Also what if vessel less than 20m crossing the tss with give way pos, shall we give her way according rule 18 or no it is a normal pdv

@@grrad76 in that case when a less than 20m vessel not giving way we as a PDV will take action under rule 8 point f subparagraph 3.
Why did you miss out the word “safe” when reading out rule 10 , j ? Also what is the difference between, impeding the passage of and impeding the safe passage of.

Question: If "not under command vessel" crossing the traffic lane from the starboard side of own vessel following the lane, which vessel will take action if ROC exists?

@@sansimdock in 13 correct but in 9 and 10 nope, cz vessels shall not impede 8f still have the right of way in case they dont take an early action. In that case we have to avoid them according to vessel rank in rule 18. Correct me if I am wrong.

Technically the vessel NUC is the giveaway vessel. But the stand on vessel should not use malicious compliance in order not to take action. Rule 2 responsibility still falls into effect. They must depart from the rules, if it means to avoid collision.
Vessel over taking another in tss, can she sound appropriate whistle?

Signalling is always obliged when necessary.. In ordinary language: better once too much, than risking safety.
why not explain d(i) and d(ii) with illustrations.
