Roundtable: China-Africa relations - who benefits?

Chinese investment in Africa -- hundreds of billions of dollars spent on roads, schools and hospitals across the continent. Exploitation, or just good business?
Chinese money builds African infrastructure while African resources fuel the Chinese economy. Is it a win - win relationship benefitting a continent largely neglected by the West? Or is this just a more modern, more palatable form of colonialism?

    How long have the colonial powers been in Africa? How long has China been in Africa? Who developed the Africa more? Why? Africa had to make a choice allows the colonial powers to retake it or partner up with China. The answer is very simple. Early colonies can be over 300 years old. The Chinese have not set up colonies in Africa, been there for about 40 years. In 40 years China has done more for Africa than the old colonial masters have done for Africa in over 300 years of history, what the hell? Yet the Colonial powers are very willing to talk about China exploiting Africa. Hypocrites or forgotten their own history. When did China take Africans as slaves, when did they extract something for nothing when did they set up colonies in Africa?

    Introduced by the old European trade. Perhaps some medical treatment and rubber shoes from the Chinese will help with the Jigger problem. But of course with new development, especially the concrete dwellings and infrastructure should create inhospitable environments for jiggers and faster, better access to healthcare facilities. African economic prosperity and knowledge will help to control and possibly eradicate jiggers.

    A Chinese worker is experienced and expected to work 10+ hours a day, natives say they have rights. A trainee needs to put in just as much time, effort and be far more motivated as they are starting with very little experience and competing against the Chinese. The worst trainees skip work, disappear early, send in others to take their place and steal resources like oil on site to resell. That is an awful start. The best trainees are slower than the Chinese but at least motivated to keep working. An excellent start but using too many will still miss the production targets and exceed the costs agreed between the African governments and the Chinese companies. Training is a huge problem. The colonials did not hire and train on mass. China is at least doing some training. The same toughness, motivation, discipline, focus and willingness to learn is expected from the African trainees. But to focus on the developed powers today they hate training and investing in their own people - they'd rather import people who already have the skills. How many large companies like training people? If they can steal from small companies, outsource and import they choose those options instead. How many graduates leave University and struggle to find training? Its a huge percentage. The Chinese are little different in this regard. No one wants to train people because it costs time, money, there are more difficulties to deal with and once trained that person could just leave you. As an example BA in the UK used to train commercial pilots without having to charge the trainee anything. But as budget airlines, like Virgin, came on the scene those pilots would be offered work by others who did no training. So the no training company suffered no costs due to training while others bore all the cost. Now, no one offers free training. With Chinese companies the wages were so low, in the past due to fierce competition for that work that it wasn't a problem if people left, if they ever did. There was also few employment or health and safety rights. Knowing that you could be replaced easily (within hours or within a day) and government would not support or fight for you made you want that work or any opportunity that work provided. The Chinese complain some Africans are too comfortable to compete on the same terms.

    A nice option would be for other developed countries to send in their engineering companies to compete against the Chinese ones. Then the Africans may get an even better deal on training and better options on the infrastructure. Its too easy to say what the Chinese should do without first doing it themselves to determine whether it is actually easy or not. Since the developed countries struggle to train their own people using that as a strong basis to what others should do is a very weak position to offer any criticism.

It is about building the infrastructures, the economic zones, the power plants, all the tangible THINGS that make economic prosperity and social mobility possible.     By saying that China empowers dictators by building and improving African infrastructure is a vague argument. Although I do believe that China is not doing this for the love of the African people. Every country acts with self-interest. By helping African- as well as Latin American countries to improve their infrastructure, China will have an economic upper hand in those countries, as well as possible political support. The Chinese government even pays local African and Latin American politicans and students to go to China in order to create a positive view on China with the hope that they will implement Chinese-friendly policies in their home country. I have no problem that the Chinese are doing this, because they have (not yet) acted with violence. But when they do, it won't be incorrect to compare it to colonialism.

    You mean scholarship for students? The students that go to China is quite low. Paying politicians? Do you have a link to that? China is involved in Africa mainly interms of engineering. They get the contracts because they are relatively fast, technology like pre-fabrication which brings the cost down so all that at a good cost. China doesn't decide where, when or type of infrastructure is being built. If it was just 'China friendly' policy as you purport it would have failed. Even studying in China is very recent for students and the preference for Chinese engineering came before the student exchange or scholarships.

    China is doing business with every nation, Chinese are in Australia doing business, they are in Malaysia, Singapore, USA etc, and every nation wants to do business with China, so if China wants to do business with African nations what's the fuss, the question is why are western countries so interested in Africa? Why are they so obsessed with African race and their nations, any civilization built on injustice and unfairness is bound to collapse, you claim you are the race with the highest IQ so you should know better. The prejudices, injustice, ignorance and irrational hatred among the western cultures bring distrust and doesn't enhance healthy relationships.

Isn't that a form of modern colonialisation?" Yes it is, totally, but that decribes rather the role of the west in Africa today.     I feel a bit confused, I remember when I was young around 80s to 90s what I see on TV, news or magazine about Africa is children with big head naked running on the dirt tracks, I heard that is because of mulnutrition,that was done by Western photographers, heard they win many awards because of that, billions of fund and aid was founded by the west to help the Africans, but seems like there is no progress, just wonder where those billions aid gone? Are those money just goes to the accounts of africa then deducted the commission then swims backed? but now we got KZread, with that I saw roads fast trains, houses, nice building, factories, power plants, telecommunications, even the Internet speed is faster than my country, heard that it was from Chinese investment aid . Kinda strange. Why such a huge different? One things more funny is acordding to the western media, China send millions to Africa to colonise Africa, from what I know, Africa people body size and strength are one of the strongest on earth, just wonder if Chinese people go there is there any chance to win? One millions against billions?? And also confuse China sell cheap stuff there like household, phones that normally lifespan around 3 to 5 years but the price compare to western product is like eh..........sorry for being sarcastic I just can't help myself when seeing those accusations with no facts.

    The Chinese money giving is not as simple as handing out money. That money is set for infrastructure development. So unless the African government tries to put the infrastructure in his pocket or try to push it into a bank account it is rather difficult for it to be used for bribing individual politicians. In contrast Western aid in the form of free money can easily be smuggled into a corrupt politician's pocket/bank account. Even aid in the form of food and medication can be sold and the money banked. Some much of the Chinese money is set as loans for jointly planned African/Chinese infrastructure development. Now, I'd imagine the ex-colonial might be able to shove a whole railway into their trouser pocket. But in practice its not really feasible. Although the African government can add a small tax to fares for customers using those services eg toll roads, tickets, utility bills. But the infrastructure massively enhances African productivity.

    The westerner came to Africa , this continent lost resource, labor, languages, peace; The Chinese came to Africa, study and respect the local language, supply the opportunities for local labor , just construction ,not the USA's destruction, and the African countries which cooperate with China get the 8-10% GDP growth.

    With no strings attached it will certainly have terms attached eg for the purposes of railways going through a country to connect to resource rich regions of another country and to get it out to where it can be shipped to China. The side benefit is the country in between gets a railway without paying for it. Or it could be no conditions for the next 10 years before starting to repay. Or some other concession in exchange for. The Chinese are very business like and so are Africans. Talk business and they appreciate that. Despite what the colonial powers think Africans are not stupid to think they will get something for nothing. Africans don't expect something for nothing either.

    I am not an apologist for China, or for the West. I am a student of international affairs. However, I have serious problems with the notion that Africans are infants who don't know their interests and who don't have any say in who they decide to engage internationally.That is a difficult argument to sustain.

    China have the technology and technical skills set to take on the projects that is on going. So at first you will see more Chinese Labor which is more rounded. It’s will have to train African to take on major projects which is taking place also. To get African to the standards needed. The Chinese relationship with African is going in the right directions. But as one say things don’t happen overnight. The next 10 or 20 years is what going to make the difference.

    The difference between China and the Western's approach is China believe her experience especially in infrastructure has benefitted her development, likewise Africa could benefit in the same manner. Hence, their proposals in this sector. China had reduced her own logistics costs from 29% of her GDP to 14% today. In term of her GDP, this means Trillions of Dollars in saving. According to WB, most African nations today still spend an average of 20-30% of their GDP in this sector! Hence, in the development of her HSR, the West seemed unable to understand this factor and keeps on asking as to when China will stop developing her infrastructure? My guess is China will continue to develop this sector until she is among the most efficient at some 7 to 8% of her GDP!

    Well I am a mere citizen of South Africa but as the introduction implies, I would rather be regarded as an opportunity than a troubling source of instability! I have 19 years of experience in the Civil Engineering and Construction Industry, yet my experience will never be transferred to my sons unless serious opportunities are created in South Africa! As a professional we cannot exactly allow our democracy, tender policies- nor labour practices to be undermined...Learning from each other can only be mutually beneficial! At least at grassroots level we generally feel better than the European sense of colonization which is already perfected...If I choose to be colonized, I tend to lean more to China as this might take decades to come, if Africa cannot get their act together!

    Hello I apologize for bring this up and making this remark so late in time. But there's some good reason to doing it: your show in itself its very interesting indeed. However if you want the program to become interesting to the point that the people who sees it continue to do so, you have to make people getting nailed in the program. And its not when your table guests start to debate and intertwine with each other and expressing their opinions de facto and attract the audience to the debate that you I finish it. Its ridiculous and YOU'LL could have more audience if you had just more time. At least 5 or 10 minutes! That's it and thank you and good night.     All ethnicities should take care of themselves first to preserve their own nations. That's "Natural." No need to be angry about that. Africans should also take special interest in caring for their own ethnicities too. Asians should, Latinos should, Caucasians should, etc. But that does not exclude all ethnicities from doing business together when its beneficial for all the people involved.

    In 1978, China also sold oil to Japan in exchange of products. Actually only few countries have abundant resources like Angola which most critics like to quote. However, China invest almost every countries in Africa. Countries like Ethiopia obviously have less resources yet China invest most. If you are poor, do you just wait someone to save you yet you donot like to put your efforts, such as labor force or resources if you have to others who want to try ?

    Monopoly in real time. When I first heard of this "partnership" between China and Africa I was sceptical. But after research and this video in particular I have a very different outlook on the subject. I do feel that China has no real intention to help any African nation or even single person. I do feel that business within African nations for China is solely for Chinese gain. But what is wrong with that? If African leadership wants to literally "sell out" their people and countries for personal gain, then there is really nothing any one citizen of that country can do. It is the leaderships responsibly to negotiate good deals for the betterment of their people and generations to come. These African nations are not helpless and can say no to a proposed deal if it is not beneficial for both parties. Ask your self this, when has any situation been beneficial for all parties involved when billions are given for little to nothing from the other party? The Chinese are playing to win and the African leadership is allowing this to happen yet again not for the advancement of their people, but so that they will become more wealthy. This is not sad this is reality.

    Africans seem to be happy about China buying them. I think they can do whatever they want. If they want the chinese buying them, so let them. When China is able to give them jobs and keep the africans out of europe, I am more than happy. The less africans we have in europe, the better. I do not care what China does in africa. Will africa benefit from it or not? Who knows? I know what China did in Cambodia and if Africa shares the same destiny, than this is fine by me.

    The consequence of the dollar hegemony is a huge trade deficit, because the United States needs to flood the world with a large amount of dollars, and other countries must use inexpensive commodities in exchange for dollars.     in short run, China surely benefits from its investment in Africa. As the infrastructure development is improved, the Africa and African will bebefit.Chinese believe that in a modernized society, resource only valuable when it can be exchenged through modernzied supply chains and so on. when you rent some land from others for a fixed period of years, you grow peach trees and do some farmings, you benefit first, but gradualy the land owner is the ultimate benificary. afteral China-Africa relation is a cooperative and peaceful give and take process, not Exploitation or so called new clonism .
