He can't go against his prime directives. Maintain the public trust, protect the innocent, uphold the law. If Guile wanted to beat him in a hurry all he had to do was apply to OCP for a job.

It’s basically a cool meta moment. Robocop is a late 80’s film, we’re it depicts the horrible crime wave of the 80’s. His super is protect them innocent, as you see criminals come and start trying to blow robocop and guile’s head off. So robocop protects guile (the innocent) at the same time delivering his true opponent some damage.
Lol robocop's super ends up protecting his opponent.
Brother ficou muito bom, adoro o Robocop. Só acho que pra um jogo de luta desse nipe ele precisa de um pouco mais de movimentos algo que possa propiciar combos, rasteiras e contra ataques com mais eficiência. Uma outra coisa legal seria um especial com o ED 209 ou aquela arma enorme destruidora do primeiro filme. No mais você de parabéns pelo trabalho 🥰
