You need to turn your units to aggressive mode and keep them together when you want them to stay and fight rebels, otherwise the angry rebels scary them. There is a help section in game you should check out, specifically the parts about unit repulsion and morale.

What’s crazy is South Korean riot police use Ancient Roman tactics and formations. Rioters don’t mess around either. During a protest for higher pay for veterans, protestors built a damned flamethrower. Pretty much every South Korean is a veteran, I think it’s mandatory or something. It’s definitely crazy, though.

When you use tear gas, try deploying it right at the front edge of the line so your officers have to force their way through less of the crowd since they'll likely be running away from the tear gas at the front. If you drop it in the middle of them or behind they just run towards the officers causing more force on their side of the line.
I'd like to see an LA riots scenario where the police just leave and the Korean population is left to defend themselves against a genocidal horde.

You won because you didn't let the rioters overrun the area. They just needed time to get the diplomat out. Used to happen all the time at U.S. embassy. Riots would start, riots get closer, riots on front lawn, riots at the gates, riots in the gates, diplomat air evacuated out.

All these scenarios are based on things that happend IRL, in this clip most of it is from Egypt simulating the happenings at Tahrir Square. Even simulating the moment where Mubarak supporters on camels did a suicide run into the crowds.
You don't have to win every fight. Losing can actually make the next one easier
