Not really it’s more of a reroll set. You have shenna, janna reroll and kog reroll also u missed on aphe reroll. But the best teams mostly consist of playing around legendary spaghetti teams

2 cost reroll is perfectly viable and legendary soup almost always goes first. it's just 4 costs that are weak for various reasons

Yes. I agree this season 11 is for rolling teams not only suitable units with 2-3 cost you can activate a lot of synergies but also during the game you will be given choices or gifts such as neeko items to clone 1-2-3 cost units. You can also have some 6-10 free rolls
