    The bill cant necessary be spent, but turned into a bank for a new bill in exchange. Roughly 2/3 or 3/4 of the bill must remain with both serial numbers intact on both sides. Thats what i read when i had some torn up bills and traded them for new bills.

    The exception for giving alcohol in a hospital to a person having an alcohol related crisis under doctor's orders is because if a person is having severe withdrawal and/or d.t.'s, they have to be eased down. Cold turkey can kill. They will be given tightly controlled amounts of beer or wine so that their bodies do not shut down. Having an exception in law recognizes this.

    My father nearly died from withdrawal, and yes, the docs did have to give him alcohol just to keep him alive. It's actually done with a lot of drugs that people develop dependencies on, though alcohol is notable because of just how much the body can shut down during withdrawal.

    We have polymer bills here. Very difficult to counter fit. Also fun fact, if you shine a laser through the clear maple leaf, it will display the bills denomination on whatever you point the laser at.

    Canadian bills also have braille and a few other interesting features. Adam Hills (Australian comedian in Britain) has a joke about Canada being the only country in the world where two blind lesbians can get married and pay cash.

    American bills are difficult to counterfeit, too. They're made of linen and cotton. Counterfeiters don't try to pass the bill off as real. They try to pass it off as "real enough" that the person receiving the bill doesn't question it. That's why counterfeiters don't counterfeit large denomination bills (smart ones anyway). It's $1s and $5s because no one is going to check a couple $5s. They'll check it if you whip out 10 $100s. I was a cashier back in high school and college and we had training courses on specifically identifying counterfeit $5 bills because those are most prevalent.

    Marriage by proxy was allowed for prisoners in Texas 20 some years ago. The hoops of red tape made it rare.

    Growing up in Upstate New York my family had monthly drinking parties. I effectively quit drinking one year after turning 21. The "fun" of it is all gone.

    yeah, i know that kind of thing. when my dad was young and his dad found him smoking, he got put in a closet and was told "well if you like smoking so much, you don't get to come out till the whole pack is gone" and, well my dad smoked himself sick and never touched a cigarette for the rest of his life. Same thing happened to me with booze when i was 19, a friend bought me some cheap vodka, i had a 2 liter of mtn dew, and i got myself so drunk and sick after it, i can't even smell alcohol without getting nauseous now

    List of topless states are incomplete. NY and my home state of West Virginia it is also legal. There is a movement called Free the Nipple. Who is try to normalize and desexualize the female chest. We had a FtN March here and the police actually helped out providing security while we marched down the street, ...yes topless.

    I think the Kansas Constitution needs an amendment outlining qualifications for those running for governor. I wasn't aware of this either (and I've lived in Kansas much of my life). Speaking of governors, you can technically run for a third term as Governor if you sit out for at least one entire term. Kansas Constitution only says one can serve for no more than 2 consecutive terms. To date, no one has been bold/stupid enough to even attempt a third term in this fashion.

    studies like this are bullshit anyway unless they state by which criteria they define an alcoholic. some for example define it in such a way where anyone who drinks regularly is an alcoholic, meaning if you lets say only drink on new years eve, you're an alcoholic.

    but alcohol addiction has nothing to do with alcohol, it has everything to do with mental health, that's the only root cause of addictions, blaming the tool that was used is ignorant, not saying you were but many people do

    @@anomaly3215 I totally agree. But the fact still stands, that the same countries mentioned above also have better healthcare in the sense of accessible and affordable mental care. The U.S. is the only western major economy without a general/public/subsidized health care system - together with China btw. Its health care system may be "better" in some regards, but it is the most expensive per capita and less effective compared to other countries. When you treat people (read: work force) and health care as a commodity next to almost anything else, this is the result - be it alcohol and other drugs and mental health.

    On using whiskey for teething children, my family was doing that when I was a kid in the 70s. And those of us that have had kids since then have done the same thing with our children when we didn’t have anything else to help them. Now, we weren’t giving drinks, or even sips, but rubbing it on the gums. Just enough to numb the fumes and ease the itching and pain they were experiencing. So, no. That practice didn’t stop with the end of The Great Depression. 😉

    Another major reason that the Pope refused Henry VIII's annulment was that he had received special dispensation from the Church in order to marry Katherine in the first place. Had the Pope granted the annulment he would have been admitting that the Church had been wrong to allow the marriage. Not something that was likely at any time in history, but considering the spread of Protestantism challenging the Church's authority over royalty, it was an impossible request, especially as his claimed justification for the annulment was precisely what he had been excused from in order to marry.

    The marker, It's iodine. It bonds with cellulose in the wood stock paper and turns black, So if it looks like a sharpie mark, that's a bad thing. If it maintains it's yellowish color or basically disappears, it's because the currency paper we use doesn't contain cellulose, or at least if it does not enough to interact with the iodine. On the note of partial bills, to quote the relevant bit from the bureau of engraving and printing "Clearly more than 50% of a note identifiable as United States currency is present, along with sufficient remnants of any relevant security feature; or 50% or less of a note identifiable as United States currency is present and the method of mutilation and supporting evidence demonstrate to the satisfaction of the BEP that the missing portions have been totally destroyed." There is a longer list of exclusionary things that will lead to it not being redeemed and replaced: A submission, or any portion thereof, demonstrates a pattern of intentional mutilation or an attempt to defraud the United States. In such instances, the entire submission will be destroyed or retained as evidence. A submission appears to be part of, or intended to further, any criminal scheme. In such instances, the entire submission will be destroyed or retained as evidence. A submission contains a material misrepresentation of facts. Fragments and remnants presented are not identifiable as United States currency. Fragments and remnants presented which represent 50% or less of a note are identifiable as United States currency but the method of destruction and supporting evidence do not satisfy the Treasury that the missing portion has been totally destroyed. These are intentionally vague but the general idea is to prevent say, someone ripping a bill in half then trying to redeem the halves to double their money, or trying to say destroy the portion with a serial number, of cash that was tracked or known to have been used in a criminal act (as a wild example if someone had the DB cooper money, and didn't want them to know that it was that ransom pack, destroy parts of the bills to redeem them, if you have a bunch of bills that are destroyed but they are all missing the serial number that may be suspicious and they may decline to replace them and start an investigation) You get the idea, as a rule if it's a good faith claim, it will likely be honored, but if things seem a bit fishy, it gives them room to work with it.

    If a bill is over 50% in tact, they will replace it with another bill at the bank. That way, you can't take 2 half bills and replace them for 2 full bills.

    I believe that you merely need the two serial numbers. I saw a documentary 20 or 30 years ago where a stack of money that was stored in the basement of a house was eaten by termites and given to the treasury department for replacement. They were examining each bill to determine if enough of each bill existed to qualify for replacement. The website for the Bureau of Engraving and Printing has section on the criteria which includes saying clearly more than 50%.

    When I joined the navy in 2015, my wife and I got married before I shipped to Recruit Training Command Great Lakes. And going through my contract, my salary at my rank was increased because I was married. Single or non-married sailors got less. I made more in a month as a married E4 than a single E5 who had higher base pay, but no dependant pay

    ​@Jirodyne there are some entitlements that some do get that others don't. It is very much dependent on your marital and or family situation. If you have at least one dependent, even if you're not married i.e. a kid, you get more money, even if you're not married. It definitely feels like an E5 should bring home more, but the only thing they get more than an E4, is their base salary

    In NY a female can go topless as long as her breasts do not bounce. This became a law I think in the late 90's or early 00's. This means very few actually can since most girls bounce a little even if they are an A cup or smaller.

    Active duty here, I've seen junior guys get married by proxy before. A lot of it is financial since you get a housing allowance depending on your area, and for a marital status, DoD only covers dependents not your GF/BF. Your spouse can move with you and have access to base facilities and medical, but not a GF

    Think about it this way it wasn't illegal before the law and there wasn't an epidemic of topless women so why would there be one after the law was struck down. The entire reason to fight this kind of law is because it is pointless government overreach that is inherently sexist and occasionally leads to stupid arrests usually for accidental exposure but can also be the beginning of a slippery slope when the kind of politicians who would bother to write this kind of law keep coming up with new restrictions.

    The thing about those counterfeit detector pens is that current counterfeiters will often wipe the paint off of one dollar bills and print higher bills. Therefore, the counterfeit detector pen is rendered moot.

    The forces of The Spanish King, who was also The Holy Roman Emperor, had just recently sacked Rome itself. They were still in the Italian Peninsula, throughout the time that Henry VIII was attempting to get an annulment. The Queen of England at the time was an aunt or first cousin of the King of Spain. The Pope saw that if he granted the annulment, the Germans that were the bulk of the Spanish Military force at the time, would come back and destroy Rome, and most likely, him as Pope. This was part of the war at the time between Spain and France. The only real role The Holy Roman Empire plaid in this was that it was German forces from there that were doing the King's dirty work for him. Most at that point, also had gone to stand with Martin Luther, so they had no respect or reverence for either the papacy or Rome itself.

    As a cashier we have a little device that we out 50's and 100's through. If the bill fails the check we cant accept it.

    Most proxy or double proxy marriages are just courthouse marriages, not the church ceremonies. But yes, a proxy with legally authorized papers needs to be present with the papers at the courthouse. Also from New Mexico, the topless thing has always been a thing so long as I can remember. Breastfeeding hss never been equated to that, I think most people here don't see it in any sexualized way and just mind our business. As for daily topless, maybe a lot of bras, swimsuit tops etc, but full topless only really happens like on Central in Albuquerque or special events. The option is there, just not one the women normally choose, but they could if they wanted to.

    Ontario Canada legalised toplessness in 1998 (IIRC, my last year of HS). It was basically a fad for a summer, and then just sporadic thereafter. It did though give a great few lines for a song: "America often comes out the best, though YOU have the right to bear arms, WE have the right to bare breasts", and "It's the law not the breast which must be redressed..." - which I believe was a quote directly from the judgement in the case.

    I grew up in Massachusetts where my parents let me drink wine or beer at 13. I was allowed a glass at special dinners and weekend nights when I got older. I never got the appeal of partying or drinking til I got sick. It was just a normal part of my life. To this day in my mid 30s I still don't drink often.

    Canadian here. Our billshave the serial number printed on the bottom twice. When I was in retail, we were told we could accept damaged bills as long as one of the serial number was whole and the other was at least partially there. The banks would accept (and then legally destroy) those bills... or the company would take the hit.

    I had a person in my platoon who got married while he was deployed and did the proxy thing. Strange idea when you first hear it, but people get married in strange ways. Another thing about getting married in the military "raising your pay". Married soldiers get BAH (housing allowance) and BAS (food allowance) on top of their base pay. BAH and BAS are specially intended for the designated purpose, but if you have money left over after food, rent, and other bills paid, nobody cares. However, there is some drama where soldiers defraud the military/government. Some people get "married" under a mutual agreement. The lady gets access to healthcare, and the soldier gets to pocket the cash and get out of the barracks. The two people dont actually live together or engage in any marital activities. It's all for the benefits.

    plus, as a note, the "topless ban" for women specificaly states in it as well, "breastfeeding is excluded from this ban in areas where the woman is entitled to be" so like, the covering for breastfeeding is not requered, but it's usually just for the mothers own medesty, but is/was in no way going to be limited by the proposed article. it was the specific exception to the rule

    21:06 the whiskey on the gums works. I had one who got 6 teeth in one weekend. It. Was. Hell. Orajel didn’t work. Frozen stuff didn’t help. Tylenol and Motrin didn’t help. Child wasn’t eating. We weren’t sleeping. He was constantly crying. A dab of whiskey on the gums was our last resort. Holy Hannah. Blessed relief for all. It was a Godsend.

    One of my infantry Brothers was deployed his wife found out 3 days after he got shipped out that she was pregnant, got married a week later so she could collect BAH and Tricare. And for anybody coming for me in the comments about Jody, this time it actually wasn't. A very rare. 😅

    So my parents actually let me try some margarita when I was like 9 or so (it was at home, in one of the states that allows it). I took 3 sips. I liked the first one. The second one was meh. Third one I was disgusted by. Parents were very relieved, and even nearly 20 years later, I still don't like alcohol. And yes, it has been shown that removing the novelty of drinking is linked to a lower rate of alcohol induced incidents (they still happen, and there are still alcoholics in countries that do allow kids to drink with their parents, evidence just suggests it's less common).

    About the torn Dollar bill if it is torn you can take it to any bank and they will replace it free of charge and then the Treasury will send it back to the bureau of engraving and printing to multilate it and it will be replaced eventually with a star note

    Marriage by proxy is somethin that happend a lot here in the Netherlands in the late 40's and 50's. Because a lot of young man where stationed in the then Dutch Indies, now Indonesia, and the journy back would take to long. In Dutch it is called "trouwen met de handschoen" ( married with the glove). Usually a brother or a good friend of the groom wouldt stand in for the groom wearing a glove that would be sent to the actual groom after ther service. I actually know some people who have been married that way, both in their 90's by now, and it was both joyfull and hard in the same time. They had to wait almost 2 years to get together after the marriage, after that they never left each other sides.

    I actually don't see an issue with the alcohol ruling, and I say this as a parent myself. If you're responsible about how much you give your kids and you're also responsible enough to not get absolutely hammered around your kids, you're providing them with a foundation of how to drink without being dumb about it. I never give more than an eighth of a shot of straight liquor, and they only ever get a sip or two of a mixed drink, cocktail, or beer. I allow a bit more with wine during holiday dinners, but even then, they don't get anywhere near a full glass. What this has done for my kids is given them an understanding of what they do and don't like, introduced them to certain mixed drinks that they may prefer when they are of legal age, and lets them know that I'm never going to be mad about them trying something on their own once they're old enough to drink outside of the house. They also understand the rule of not leaving drinks - even cups of water or juice will get dumped out, though the reasoning is more related to cat hair getting into the drinks than someone putting something in it. Yes, this can be abused by irresponsible parents, and there needs to be reasonable decisions made by the parents, but it prevents that whole "I'm going to do this because Mom/Dad said I shouldn't" thing that perks up right around those ever-so-fun teen years, and it also gives parents an opportunity to talk about drink spiking, peer pressure related to alcohol, and set the stage that the parents are people who they can come to if they do have a rambunctious night later on in life or concerns about a friend or schoolmate either trying to push them into drinking or falling into alcoholism in turn. And for the comment about "the younger they are when they're introduced to alcohol, the higher the likelihood of becoming an alcoholic", that again depends on circumstances and how responsible the parents are. In my case, I was mixing drinks for my family because it was "too much work" for my mother during parties and it got put on me at eight years old. And yeah, I snuck sips and tried things, but I've never had a drinking problem in my life, something I attest to seeing my grandfather fall ill and pass away from a mix of lung cancer (cigarettes) and cirrhosis (beer) when I was just four years old. There's a lot more that goes into alcoholism and addiction than just when you're introduced to a substance, and I feel there's a great injustice done with overgeneralizations about what causes addiction that doesn't dive into aggravating factors beyond just exposure.

    I live in Pensacola, Florida. When I was a retail manager I definitely saw women breast feeding with no covering. Never got a complaint from the other customers or employees. Our area has the most churches per person and the most churches per sq mile in the us, it’s very conservative.

    I have heard of marriage by proxy, but as a historical thing done by royalty. For example, Catherine of Aragon of married to Arthur, Prince of Wales by proxy before she arrived in England.

    51 % of a bill has to be present to be valid. Any bank will swap you out for a good bill as long as more than half is presented. if its too close to call they will send it off for evaluation. My source... I have a very good friend that owns a laundry mat and you would be amazed at the amount of parts of bills end up in wash. he saves up all the various parts and takes them to the bank once a year and they swap the obvious ones and the remainder is sent off and usually in a month or so he gets a call and he can either 1. accept the value the determine can be accounted for or 2. reject the value and have them sent back to him or 3.dispute the value and have them relooked at or 4. not accept the value but not worth having another valuation done. if he accepts they pay and burn what he sent in and if he disagrees but doesn't want them looked at again he can have them destroy them. most of the time the bank can swap them all out and he has only had to send a few bills in to get looked at and it was because it was too close for the bank to decide and they were 100 dollar bills

    All bills other than One Dollar Bills are supposed to be checked. In fact there are additional ways to test besides the marker which are still in use. It reacts with the chemicals in the paper. Which is why the US only uses a specific kind of paper. Also each bill $5 and larger have a metal strip embedded into the bill. Each denomination has a different location and will react in a different color with a UV light. ALSO...there are watermarks on each bill as well.

    I’m from Littleton Colorado - about 1.5 hours from Fort Fun (what we call it ironically). No, I have never seen a topless woman in public anywhere in Colorado. I think it was more about being singled out negatively than actually wanting to do it. It was fought as discrimination against women. I can kinda see it when a baby needs feeding, but I don’t think there is any other reason a woman should be topless in public. And yes, I’m a woman.

    Part of the exception for parents/grandparents giving their children alcohol is in deference to religious ceremonies/practices. Some religions will involve ceremonial drinking/sipping of wine or other spirits.

    Fun Fact: In Europe it's legal just about everywhere to give kids alcohol if its in your own home and across Europe kids 14-16 depending on the location can drink in public as long as they're accompanied by a parent or guardian. Very different from American culture.

    Drinking age in the US is excessively high. Europe has a much lower age and society does not collapse. There is an argument to be made to learn responsible drinking at a younger age rather than after being a legal adult. Nobody is suggesting heavy drinking with this one, just a glass or less to introduce the minor to it and the novelty wears off. In the US a lot of under age drinking happen at rates far higher than Europe where you have "secret" parties or the entire fraternity culture itself.

    the breastfeeding thing, there's no state or province where bare breasted baby feeding is considered obscene, if someone wants to cover, it's their right, but it's not a legal requirement anywhere. anywhere someone's legally allowed to eat anything, a mother's allowed to pop out a boob for her kid, any business that complains could lose their business license if the building they're in has a food service permit, like, any mall with a food court, unless it specifically excludes rented units. if someone's allowed to stick a bottle in their baby...

    #1 I doubt many women are using this day-to-day, but a bit of casual nudity is fairly common at Pride parades, genre conventions (especially paint-based costumes) and some protests. Also, gendered bans can be used against trans people regardless of assigned sex. #2 I'm not sure how common it is today, but proxy marriages used to be common for service members who got a letter from their newly pregnant girlfriends.
