Not saying this is one of them but since the 90s, while most rappers put the focus on their punchlines, entendres, etc, Jay tends to keep his flow balanced so a lot of little things go over ppl's heads since he doesn't say them in ways that draw attention. The devil in this context is a synonym for hell. "The Devil is a lie, bitch I'm the proof." means that if god were to actually have repercussion for living by committing crimes then they would have been smitten and sent to hell, thus they are the proof that hell is a lie.
