Releasing the funds based on Minutes of meeting with CM 2. Keep the MOU file for future Wow what an vision/understanding on the things that can turn around...that's how he managed to work with his boss...

In that as a principal secratary Finance of AP Govt , you have tried to object to release funds but still the then CM asked you to release the funds as like that. You put yout note in the Note File and released. Two points in that. 1. Releasing the funds based on Minutes of meeting with CM 2. Keep the MOU file for future Wow what an vision/understanding on the things that can turn around to officers any time, if not followed rule book. What u predicted that's happening now.
