I picked up this old JLG manlift last year to have on hand for my shop build project, but it didn't come without its issues. From control issues to hydraulic leaks, this thing took a ton of effort to diagnose and repair. More videos on this unit to come!

    First thing I would do is remove the drain plug in hydraulic tank. Oil floats on water. You are not helping by circulating moisture. If water got in then debris could also be circulating. I'd be inclined to actually flush the tank before starting. Secondly those Wisconsin engines may have a mechanical fuel pump and there are 2 check valves in the body that get hung up. I would sort out the starting problem before you burn up a starter which a set of plugs, carb clean and pump workup is $10 in parts. I either hook up a temporary fuel pump or use a vacuum operated pump should the original be shot. My Wisconsin has discontinued pumps. The diaphragm from Kohlers may work on some Wisconsin pumps, they have discontinued many kits and pumps. I have mostly Wisconsin TJD models. Also check the cam lobe for lift. Briggs vacuum pumps are the best replacement IMO.

    Did you end up bleeding out the hydraulic system? How did you do it?
