10 years later - 2019 -Doha still not finished :))
Regional trade agreements are often concluded between unequal partners and so can be biased towards the requirements of the more powerful members. Also, academic research suggests those countries excluded from these agreements are detrimentally affected. Powerful nations will not willingly give up their privileged positions within these agreements in favour of general free trade. These agreements are a means of maintaining or ossifying existing power relationships. They serve to block the move towards general free trade and in so doing are detrimental to developing nations.
Depending on the intentions of the parties(intentions themselves being an unstable concept) RTAs can be and can not be a Stumbling block.
