Hi Rillah, sorry it is a late reply but just watched the video and saw your question. If you can find a club that does 'English Folk Dancing' they will be practising Folk dancing... obviously but also Playford style dance which is what you have seen in this video. There are plenty of these clubs in the USA, in case this is where you are from. Hope this helps.

Surely Regency balls were for young people. These are mostly middleaged. Doesn´t look right.
