The responsability of the referees begins as they enter the location and ends when they leave - so I was told years ago at referee education. So for sure you can get a red or blue card before as well as after the time being played. To knock someone down or insulting a delegate before the game is started will prevent your participation on the field. If you do it after the play it will only make a difference in the gameplay. The blue card shows that there will be a further investigation by the authorities, automatically you have two games ban. But this ban can be increased in duration, depending on the decision of the board. And it affects every official task you are hired for. So as a coach or delegate you are as well not allowed to join a game ( playing seniors and coaching kids is not unusual ). Rule 8:10a will be the highest possible reason for blue card in this case, inappropriate behaviour or talking is not uncommon in a situation like this (at least in the minor leagues).
