It was a wise move. It's much harder to control an entire country that's alien to your own people and culture, instead of just annexing one province that already has a large diaspora of your people and was historically part of your nation.

Its called annexing after defeating an enemy they get defeated they loose some of their land its how it works you cant annex the whole country unless you want to start an occupation
