I strongly feel IAS officer is Civil Servant whose Salary is paid by me -- Hence he need to serve me not vice versa. If IAS officers are not interested in serving people -- let them resign .. All other aspect of IAS is simply bureaucracy and red-tapism to make it look very big complex.
