The man whose money Uuno and his friends used to pay for their party is Councillor Tuura (played by Tapio Hämäläinen), Uuno's father-in-law. The typical plot setting of the Uuno Turhapuro films is that things always go wrong for Tuura in one way or another because of the son-in-law he hates so much.
This clip missed some major clips so here's some info to make it all make sense XD: Uuno didnt had permission to leave army site so he had his wife Elizabeth cover him while he was doing some own personal things at the town and when he was about to come back his friends invited him to eat since he paid for them earlier at the army cafeteria so he leaves with them to come that hotel to eat. Uuno's Father-in-Law Tuura who was Minister of Defence had arrenged a meeting to negotiate some kind of deal with Soviet officer to save millions in the same hotel but right before meeting was about to start, his wife run to him to and told him what was going on and that they needed to find Uuno because if all of the things i told above were come to light it would be a scandal and he could loose his post as a minister so Tuura leaves with her wife to look uuno. much much later uuno realizes that his wife is still at the army so he runs out to come cross his in-laws at the hotel door and they have this conversation: MIL: Uuno! I am so happy that we found you, Elizabeth called Uuno: I know! I know! Can you please drive me to the army Father-in-Law, I am in a real rush! FIL: I am in a rush as well, you make us look you around the whole city when you were drinking where i was suppose to be all this time! I really would wanna punch you in the face! MIL: Well just give Uuno money for the cab and you go to your meeting FIL: Give him...There!(smacks bill to Uunos hand)...I just hope they havent got mad and left. Uuno: Punch me..oh poor thing. MIL: Thats not enough (hands another bill) Uuno: Thanks (kiss on the cheek) Taxiiiiiiiiiiiiiiii~ MIL:☺
That movie is one of my favorite Uuno movies. A true classic!
Soitto seis, laulu seis. Elisapet on armeijassa!
That singer in this clip Eini and that song she was singing is called Kesä ja yö which means Summer and night. She was well known Finnish singer in the 80s but I'm not sure if she still makes music

She does! Last year she published her 15th solo album "Pimeän jälkeen".

After the premiere of the film, Einis song "Kesä ja Yö" became one of Eini's most famous songs
It ends when Uuno remembers that his wife is still in the army, pretending to be him :)
Here's Eini's version of Madonna's 'Like a Virgin. The music video is like a bad LSD trip: "Eini - Olen Neitsyt (Retouched).

Its really terrible.
Best way for successful negotiations with Russians was to give them lots of booze and lots of food and never give up on anything they asked or demanded. If they really wanted something, you had to put a great price for it. If Russians smell weakness, they despise it and never stop asking more. If they see strength, they respect it and all you need to do is find out what they are after. It's not what they say it is. Unfortunately Europe and US don't have this skill and all we have done is show of weakness, even when the west is holding all the cards.
That scene was a little shortened? Main points only. I think the movie "Uuno in the army" is the best one.
That female singer is Eini.

Nevermind the singer. I want the dancer 😘
Russian diplomats. It's most likely something serious as in soviet times they were constantly keeping eye on Finland. Every second russian was a spy.

There was a missing scene where Uuno and his buddies exit the restaurant and come a cross with the father in law. The realising moment was a reference to that. And when the father in law had to left he was going to search Uuno 'cause he should have been in the garrison 'cause no permission for free evening. His wife was in the garrison replacing him. You need to see the full movie to understand completely.

Probably the best part after that was that his wife has been in the army (supposed just to give food to horses and that is why Uuno was able to leave) and then there is a change of schedule... Everyone have to take part of a fitness test. When Uuno comes back and asks if anyone noticed she answers "No, not even in sauna". In Finland we are always naked in sauna. And the winner of that fitness test was... You know who. Here is the clip. It's without subtitle, but you can understand without them. kzread.info/dash/bejne/nqKkqs6dZcjNgs4.html

It's funny that although these movies have been popular especially back then, they were always panned by the critics as something of low quality farces. Now I'm watching international reactions of the snippets of the movies, which is a bit bizarre :D

He's right. The humor in Uuno-movies is often really clever. Never thought about it that way as a child, though. It was just funny.
That pillu-ralli pro reminded me of this kzread.info/dash/bejne/opyDzM-AqK6bdbQ.html which i think would be a perfect thing to react, it's an absolute classic. It does have english subtitles too.
🤣

Yes Finnish politicians were in pockets of USSR as we were not in Nato nor have close relations with the west. It changed during mid 90' when we bought U.S made fighter jets. We kind of had to life with pair with soviets from mid 40's to end of USSR.
