Yes the numbers are given to the Anomaly based on when it was discovered but they didn't create the SCP's the SCP Foundation only captures Anomalies they find in the wild, documents them, and contains them ( Although some SCP's, some that you have seen before, are too powerful to be contained).

the number is just a reference to the containment procedures since every anomaly needs a unique procedure. i seen a lot of vids about it and have a good understanding of the lore.
