Juan gabriel es discutible, pero hablamos del mejor hispano, no del mejor mexicano, Y ahi por voz, musica, etc. Seria luis miguel, quien ademas es el que segun sé tiene mas numeros 1 que cualquier otro artista de su epoca.

I first found out about Luis Miguel while watching the movie Speechless in the early 90s and although I didn’t know Spanish I was amazed at his voice. Fast forward to today, I have 10+ albums of his, saw him in concert thrice, and my wife and I will be seeing him every time he comes back to Dallas now that we live here.
