govt ministries should first improve feedback from the ground bcz working and planning in higher level authority at the ministry is good but actual work on the ground is not, what was expected or planned mainly due to corruption & no accountability to their work. Other ministries should learn from ministries under Nitin Gadkari ji. His way of working and getting feedback and takes accountability of lower level officials & contractors are very efficient..

Unko base nhi chahiye bhai..beshak gadkari ji kaam bht shandar kr rhe hah..lekin unka kaam comparatively easy hah yadi aap manufacturing ya msme se compare karoge Lekin industries ko base chahiye hota hah infrastructure ka Jaise for highways u need funds all alone n rest is done Bt for industries you need infrastructure, skilled force, private players to come with their investment with lots of uncertainity for fututre world..requires lot of research. High skilled engineers.. This requires time
