Congressional members voted no because of the pork barrel attachments to it. I feel for these people, but they all know they live in a hazardous prone area and should prepare, just like people who live in earthquake prone zones.

The US is desperately behind in infrastructure maintenance and after 4 years of Trump promising infrastructure week and doing nothing, the Biden administration did pass an infrastructure bill. Severe weather events are going to continue to take a toll on our infrastructure - as well as private property, agricultural output, etc. - most of it a direct result of global climate change that some of us have been trying to do something about for DECADES while dumbasses deny the reality, but it's already costing us trillions. I'm not the one who needs to WAKE UP.
