The Cruise season in the Pacific region is usually between September to April. Cruise ships travel beween Australian ports and New Zealand ports as well as the Pacific Islands eg. FIJI.. Travellers fly in to either Australia or NZ to leave on a cruise. The visa allows passengers to visit the ports that the ship visits. This visa does not allow for a long term visit. A tourist visa is issued for a long term visa. Obviously if people are from Western countries their visas are quicker to get due their Governments and New Zealand's Government having agreements surrounding travel. A cruise is a holiday/vacation, it is not a ferrry or a passenger ship.

No, you have to have visa to visit Fiji, Australia and New Zealand. The Cruise Lines are responsible for their passengers. ANY passengers not accounted for, this is, leaves the ship at a port and doesn't return to the ship their absence will be reported to the police of the country that the ship is docked at. Also immigration authorities.
