One thing that can be done if there is any ration card or aadhar card or any such thing has been issued by an organisation in last 15 to 20 years then all can be checked and invalid ones can be identified and nulled , second we can do is there can be a vigil among institutions who issue these if someone approaches them for issuing any such document they can be identified and action can be taken . Like if someone wants to get a SIM card or other such thing
