A dam would need to be a very, very small one to be destroyed by a drone. Dams are built to be very strong, and I doubt whether today's planes could carry a bomb large enough to destroy a full size dam. There is nothing new about drones, the Germans bombarded London with thousands of suicide drones in 1944 - 45, each carrying one ton of HE. The main difference is that today's drones are much more accurate.
