Putin threatens Latvia with ‘repercussions’ over policy towards Russian speakers

The Baltic country, a former Soviet republic, is home to hundreds of thousands of Russian speakers who make up a quarter of the population. A series of bills approved in September 2022 aim to phase out Russian from schools and require a Latvian language test for some non-citizens to stay in the country.
The UN has called the laws ‘discriminatory,’ a label that Putin has focused on in his message. DW correspondent Jennifer Pahlke reports.

Why i as Latvian must be obligated to know Russian to find a job, because of russians who doesn't want to learn Latvian? Is that normal? Latvia was independent before 1940 when soviet union occupied my country and started russification. Before 1940 in Latvia lived small percentage of russians and language was never a problem

    I lived in Cambodia and learned Khmer language, now living in Vietnam and learning Vietnamese. It's not just completely normal to learn the language of the country you reside in, but also very beneficial.

    I have a friend in Georgia and he told me that ( in his own word) that other Eastern Europeans don't like having a russian minority or a Russian speaking minority in their country. Not because they hate the Russian people, but because the Russian government will use that as an excuse to take action on them.

    It's actually insane how normalized only being able to speak Russian has been in Latvia. In the job market, Russians could get away with just being able to speak Russian, while Latvians had to be able to speak Latvian, Russian, and English.

    Same with me, i moved to Riga, the capital to study and work. I managed to get a job, because i knew basic Russian from school and my work place didn’t check my Russian language level. And then in real life actually working with costumers having to speak in Russian was a struggle, it was very hard. Russian speaking costumers would be dissatisfied and complaining about me. Often even turning around and walking out of the shop because we couldn’t understand each other entirely, even though I tried my best. It was probably 50% 50% Latvians and Russian costumers, it was kind of a relief when you hear Latvian and not having to uncomfortably struggling through the sale.

    It should not be the case that a person speaking their native language in their own country should be disadvantaged and that someone of a different nationality that does not even speak the language of the country they are enjoying has preference.     I thinknyou are wrong about the Germans whu lived in Eastern Europe before WW2.. They rather spoke the language of countries, in which they lived. They were integrated and often assimilated. Maybe with exception of Germans, who lived in territories list by Germany in the result of WW1. The problem was the German settlers during the WW2. They were receiveing farm of expelled locals... Like in the Zamosć region in Poland.

    I'm not sure how you can be in a country for 48 years and not learn the language, even if you were TRYING not to. Usually it takes me about 10 days in a new country to at least pick up enough words to have a simple conversation, thank someone, order a drink, ask a question, etc.

    I am 100% with Latvia on this one. Russians or Russian speakers, similar to British, barely make any effort to learn the language in the foreign country they chose to live in expecting all of the world to speak their language. As an Eastern European immigrant in Spain, I made the effort to learn the language, integrate and mostly show some respect. I am sure almost every Latvian will be very happy when a foreigner makes the effort and learns the language. Also find it very funny when a British enters a Spanish public hospital and starts nagging in English expecting he should be understood in English. Lets a Spaniard do the same in UK and lets see if he will be responded to in Spanish. And oh yes, gotta love those Russian KZread videos of Russians living abroad and talking about poverty in other Eastern European countries. Now this is ironic and very funny coming from them as well....

    When an individual lives in a country where they are the minority, but refuse to learn the language and integrate into culture of the country they are residing in, then claim they are being discriminated against, they need to take a long hard look at themselves and take on board who is actually behaving with disrespect & discrimination.     Latvia has every right to insist their native language is the main language spoken and taught in their country, Russian is a foreign language to them and they are perfectly within their rights to reject it. There's nothing discriminatory about such policies.

    Its a little more complicated, during WW2 half the population was deported to Siberia and worked to death. The Russians moved in to the empty houses and were given all kinds of privilege's to do so. She did not see the deportations she just remembers the good times.

    @@alek9195 the problem is the Russians in Latvia don't see themselves as part of Latvia and that's dangerous. They will never integrate into Latvian society and rather stay around themselves, refusing to learn Latvian. That's colonialistic behaviour at its finest. Russians moved to Latvia during the Soviet era and have no right telling Latvians how to handle their business. You're not some kind of "master race", the time when Russians have been dictating the rules in the former Soviet countries is over, deal with it.

    @@switch12345678 Not really an excuse. We declared independence in 1991, that means they had 32 years to learn the bare basics. My grandmother family also were "imported" here during the soviet occupation and they integrated quite well, so have many other families that consider themselves latvian.

    This is interesting: on one hand, there's a young Latvian man, an MP, who is absolutely fluent in English. So, that's at least 2 languages for him (I won't be surprised if he speaks Russian as well). On the other hand, there is that Russian woman who had lived for half a century in Latvia and can't speak Latvian.

    How can you live 48 years in a country and learn NONE of the language spoken by the vast majority of the population? Also how can she still maintain Russian citizenship 33 years after Latvia ended the Soviet occupation and restored independence? So what if she is having difficulty not speaking any Lativian. Try going to German, England of France to live there as a foreign resident for 40 odd years while not speaking any German, English or French. Ridiculous unfounded grievance. She was so used to privilege that normal conditions of living in another country feels like oppression.

    She did learn it to some extent, but that's the problem that the government demands that you pass exam of the highest level of fluency, which even native Latvians won't be able to do, the government is punishing their own population who didn't recieve a citizenship in the 90s due to their nationality and opted to go for the safe route (back then) and get a russian citizenship. Now they're being punished for it like "how dare you take the easy way out"

    My country have hundreds of regional dialects. People moving to those places even for work reasons are expected to learn at least the basics of the language to integrate. This also works if they are going to work to the capital. This meant we have lots of people who are knowledgeable to at least 3 languages. The national language, their regional dialect, and English. I see no reason why she still doesn't know the language she lived in. I understand her if she complains the government crack down the use of language but not her still not able to speak the national language.

No, this is just giving Putin a *genuine* motive to invade Latvia which he didn't have before - to "defend" Russian-speaking minorities from persecution - when it would've been easier to grandfather in those Russian speakers before a certain date so long as they continued to be law-abiding citizens and not act treasonously against their country. Indeed, it would've been better to have freedom-loving Russian speakers on their side to show Russians living in Russia that *their* system is the flawed one.

    Sorry, lady. If you move to a foreign country, it's taken for granted that YOU, a foreign citizen, will learn the local language, at least at a basic level. I know Russians well, and this is by far a typical example of Soviet mentality: "If I travel to a former Soviet Republic, everybody will understand me just because I'm a Russian native speaker, so why should I learn Georgian or Latvian?". In contrast, all my Russian friends who are born after 1991 and live abroad speak at least the language of the host country, if not even more.

Before there were laws that restricted the usage of latvian in public spaces such as schools, workplaces, etc. Official documents were also formed in russian. So there wasn't really a reason for her to learn latvian AT THE TIME. But yeah, we have independence since 1990, so she could've and should've learned the language by now

    its a good decision. As russia said because there are russian speakers in ukraine it belongs to them. All eastern european countries should ban russian and instead the russians there should learn the language of the host country like everyon else has to. Russia also banned the teaching of ukrainian as well as other languages spoken by other ethnic groups and forces them to learn russian.

    This isn't true though, there's plenty of languages in Russia today, and languages that where being used also, I personally watch a channel here in KZread about a woman who lives in Yakutia (one of the republics in the federation) and that shows the life there, and everyone speaks the yakutian language. Russia was capable to maintain alive many of these languages, the biggest one, besides Russian and Ukrainian, is the language spoke in Kazan, that is pretty close to languages like Kazakh and Turkish, saying that Russia prohibited the usage and the leaning of those languages is a clear way to show how unfamiliar you are with the ethnicity of the people in the Russian Federation.

The Kievan Rus was a union of different Slavs principalities united under a monarchy of Nordic nobles, a situation that was different from the others Slavs like the poles, or the Czechs or the Serbs, Croats and so on. The formation of these identifies only occurred after the Kievan Rus dissolved itself

    Yes, but the European Union guarantees the right of ethnic minorities in all European countries, which have lived there for decades or hundreds of years, to speak their own language as well, even if it is Russian, because there are no proper single-language countries in Europe left the devastations of border-shifting wars have brought to the continent.

    For those who try to complain by "Russians are native to Latvia" - most of Latvias Russians came in during post WW2 era. There was a tiny russian minority before WW2 who left Russia because of - well guess what - oppression in Russia! Also there is no toponyms / hydronyms in Latvia with russian heritage, isn't that interesting? Russian language in Latvia is a colonialist instrument. The oppressor is calling "oppression".

    Good point! Thats why many countries rather choose US as ally than a nation as Russia. I do agree with Putin on woke culture and that West have been to hard against Russia. But Putins nation lacks some fundamental things like freedom of speech. I don't say freedom of speech works great in West either, but it's for sure much more "free" than in Russia. In Russia "via a strong leader" is the ideal of how their nations actions should be conducted. In West we have "via the group".

Not discord or redit etc. Yes the media will not allow something that will harm any of the 50 nationalities that live on the territory. You need to visit, it's not as it's presented. You will have a nice time and good memories.

Cause that is what is going on.. russian citizens that cant prolong their visas by passing the exam are asked to go to russia.. since they are russian citizens.

    48 years and never learned the Language? That is the problem , lady. You never wanted to assimilate. You wanted to be on the front line of the new Russian occupation. My family is a family of immigrants in the USA and my grandparents discouraged speaking the languages of the Old Country. I was told that we are Americans now. We fully adopted our new home and became a thread in the fabric of Democracy.

    That's the problem. The issue isn't them speaking Russian, but them not being able to speak Latvian. Just recently there was a news story about a children's doctor getting verbally assaulted by some Russian speaking parents because she couldn't speak Russian well (not even because she couldn't -but because she spoke with a Latvian accent and had some issues with some words).

    Russians can teach themselves Russian in private schools like we do here in Canada for all other languages except French . We have two official languages and Latvia has one. Being an occupied country during soviet times and now independent , absolves the Latvian government from prioritizing ruzzian as a state language. Russians need to learn Latvian, plain and simple.

    But think of it, Latvia has only been an independent country for 32 years. When this woman grew up Russian WAS the dominant language. And, this followed decades of government directed Russification. Now the opposite is happening. I'm not saying it is wrong that Latvia is reversing this, I'm just saying this woman is just an ordinary person caught up in the great game.

    You can expect poor people of Arabic and African origin soon at Latvia's border. This is what Russia does when it wants to "repay" its enemies. It hurts other people and uses them as pawns.     People saying they never learned the language… They were part of CCCP and Russian was the official language. It’s been 30 years so anyone in that age bracket would never have had to learn anything but Russian. Plus I’m pretty sure the language implementation wouldn’t have started till the mid to late 90s maybe even early 2000’s
