Shoigu was also VERY effective at rebuilding the Russian military and getting rid of the vast majority of corruption that was still around back a decade ago. He also wanted to retire after the last election.

Shoigu is 68 years old. He has certainly recommended someone in his place whom he believes will be a good successor. He already has the right to more rest and less stress. He certainly doesn't want to end up reading what someone writes to him and then taking a nap during the conference.

This is not a shock move since both Shogun and Lavarov wanted to retire before the SMO and were persuaded by Putin to stay on. Shogun's main role has been to ramp up the production of weapon systems which he has done a good job at and Belsouv is well fitted for that role and to promote exports of these systems to friendly nations to support the costs of production. Expect another "shock" move with Lavarov though he will be more difficult to replace - the current ambassador to the UN is tipped for the post. Shoigu's new role will give him time for fishing since the Security Council is not in constant session and Putin will probably join him on his fishing trips as he frequently does.
