Julia Ioffe is an American journalist who was born in Russia. She is a writer for and founding partner of the media company Puck. She previously reported on politics and world affairs for The Atlantic.
The following interview was conducted by the Kirk Documentary Group’s Michael Wiser for FRONTLINE on Sept. 28, 2022. It has been edited for clarity and length.

I have to admit it…I’m a huge Julia Ioffe fan. For someone to be able to talk for so long with such clarity and wisdom on a subject is amazing. Could listen to her talk for hours.

Julia Loffe's understanding of Russian culture and mentality is amazing and very accurate. She is a true expert on Russia and her observations of Putin are impeccable. I haven't heard anyone describe the deeper reasons behind the current status quo, ie Ukrainian war, so well. Thank you Julia Loffe. I was born in former Czechoslovakia, father of my children is from Moscow, I speak fluent Russian and I do know well Russians ways of thinking. Julia is 100% correct. Mmmm let’s be honest to ourselves so we can all find an off ramp.. 1st of all the Americans bombed Hiroshima and then fried the Marshal islands like true psychopaths to gain insights into the effects of radiation on living people. Nobody gives two rips about America opinion, they only want to ensure the Americans no longer pose an existential threat to their people. This conflict will end when the people of Donbas have been liberated from the torture they have had to endure which no western diplomatic has acknowledged or placed genuine interest in resolving. This has actually been a rather ungraceful decent from complete supremacy for the Anglo-Saxons in general. And honestly having had everything stolen from me and my mother who raised us while putting herself through university and I staunchly testify to the corruption of the pigs that run the justice system and the banking sector in North America. Prayers for a world with less hegemony and more accountability 🙏🏽

Ugh, I could listen to Julia Ioffe ALL day! She’s seriously amazing on every level. Additionally, it’s so nice to see some long-form interviews being produced. How about reading an article from Michael Maccfaul and Ben Hodges for greater brain exercise? Putin invaded Ukraine to return back to USRR when he supposes to honor Ukraine agreement with the US and UK that he wouldn’t invade Ukraine if they gave up their nuclear and Ukraine did that. What about the exit ramps the west and US kicked on their way to bringing NATO, a remnant of Cold War machine, to the doors of Russia. She is so one-sided. International politics as geopolitics are not so linear. If that were the case, the Cold War with the Soviet Union would have ended in nuclear holocaust.

Ignorant of the Cuba Crisis event when Russia was going to put missiles in America's neighbouring country Cuba like NATO is now trying to do in Russia's neighbouring country Ukraine and what America thought of this, ignorant of agreements made after world war 2, ignorant of Russia's history of supporting countries that are fighting their colonisers, ignorant of the world map and whose arms and missiles were getting closer and closer to whose boarder before this conflict happened, ignorant of who was responsible for the illegal over throw of an elected government in Ukraine and so the civil war that ensued in Ukraine if you can call it that because one side who supported the toppled democratically elected leader was almost defenceless civilians while the other which was the Ukraine government bombed it and riddled it with mines, just ignorance, ignorance, ignorance in everything she says on this topic. Very articulate and detailed analysis of Putin and his motivations. This is essential for trying to find a solution to the dreadful situation we are now all in. It is a pity that US commentators give little analysis, specifically geopolitical long term analysis, of European potentialities and failures. In 1950, Robert Schuman, the European initiator of NATO and founder of the European Community, spoke of his grand democratic design that started with reconciliation with Germany (that hardly ever knew democracy) and much more, an economic rebirth never seen before in history. In 1950s he saw that the Central and Eastern European Countries (CEEC) would be able to join in a revived, peaceful European Community. As for the USSR, he said in the mid-1950s that the Soviet Union would fail before the end of the century. So it did. "We must be ready' he said, for that event. Sure enough the countries of Eastern and Central Europe were able to join. As for Russia and Ukraine, they joined the Council of Europe and agreed to the application of international law of the Human Rights Convention. But then Russia was continually rebuffed in the 2000s. European leaders seemed to be afraid of repeating the successful experiment for peace that turned post-Nazi Germany (the largest and most powerful power) into a loyal partner in economic development. France was joined with Italy, the Benelux and then UK, Ireland, Denmark and the CEEC. Germany became a partner not an eternal enemy. The existing European Community in 2000s could have done the same by extending the European Communities (Coal and Steel, Euratom and the Single Customs Market) to a full European Energy Community (based on gas, petroleum and coal) under the same or similar democratising institutions that had such great results with Germany and the Soviet Bloc of the CEEC. That would have used the energy vector for peace. Instead it is now the vector for war. In fact this Energy Community extending to Russia was proposed under the Dutch Prime Minister Ruud Lubbers. But the other leaders shrugged it off. The Biden administration seems to think that destroying the NordStream pipelines will help Biden achieve an end to war and his successful re-election, according to Seymour Hersh. Instead it exposes the level of corruption, and disillusion, not only in USA, but Ukraine and Russia too. Many officials are no regretting as this sabotage and its perpetrators are being exposed. Using NATO as an instrument of imperialistic planning is not what Schuman intended. The European countries are following the same path of corruption or submission to US corruption and geopolitical ignorance -- and it won't lead to peace. What is needed is geopolitical analysis and action to turn this terrible tide. The main beneficiary of this self-destruction that turns Russia as a European and Christian power into and enemy of both USA and the West is China. The Chinese Communist party are laughing all the way to achieving what they believe is their dream, world power. The Chinese people are also the dire victims of CCP manipulative autocracy.

If you're born in a certain country & if you've had some good understanding of its culture, people, linguistics, norms, values, beliefs, etc., and if you're a thoughtful, educated person... you SHOULD be able to speak about that country (the good, the bad, and the ugly, which all societies have) --- even if you're no longer part of it, no longer living in it --- with more authority and with a more nuanced understanding of it than others, even if everyone speaking about it is equally well researched...

What a great interview and expert to listen to. To be able to zoom out to the geo-political aspects when necessary, or zoom in tight on the origin story and motivations of an undersized street kid. Just. Wow. Compelling, educative, sobering.

Sad how obsessed Putin is with the US when we barely think about them at all.
There is nothing so compelling as watching Julia's profound understanding of Soviet ways, being imparted with passion for the people and heartfelt disgust for Putin.
I could listen to Julia all day. She is so measured in her responses, she never over-reaches or claims to know things she doesn’t.

At the beginning of the war I thought the Russians were wrong about this but as it goes on I'm beginning to think that Putin's analysis of the situation is right. America is out for regime change in Russia at the very least and we're willing to let Ukraine, at a minimum, die in the attempt. We've been trying to do it in other places and it keeps not working but it seems to be our first choice when we're confronted with nationalism instead of globalism. When it doesn't work with Russia either and we get tired of supporting the people we say we'll support "for as long as it takes" (translation: as long as it doesn't take too long) and we still have Putin or somebody even worse in power in Russia and they still have nuclear weapons, what are we going to do? I think that's the key question and nobody seems to be talking about it.
hands down the best interview I've seen in 12 months of this war. The puzzle pieces all fit. And really sheds light on US politics and how they have led to this point across both blue and red administrations. And that Biden for all the haters is what we need to steer this ship at this pivotal moment even if they were reluctant and frustrated at first. They have stepped up on a level for the history books.

There are simply several russian journalists, who never saw him in person, who spread equal information in russian , but they do not back it with some proofs. I agree, my profit have been quite consistent, regardless of market situation, I got in early 2019 and the constant downtrends and losses discouraged me so I sold off, got back in Dec 2020 this time with guidance from a portfolio-adviser that was commended by a popular economist on a subreddit, long story short, its been 2years now and I’ve gained over $850k following guidance from my investment adviser.

There is an error in this lady's assertion that no promise regarding NATO expansion eastward was asked or made; However, I have PDF copy of a document obtained from the State Department under FOIA request in a federal court, that clearly states such a promise was made by US, and was signed by James Baker, Secretary of State back in those days.

Putin doesn't want Ucrania as this lady says, P is realistic, he never could control that whole country in hands, nor even so. For him the war has to finish now, but if continues, like the Western wants, he will take more as buffer zone and that is happening now. If it becomes worse because of the Western, then yes, P logically will try to neutralise the whole Ucraine (Western guiltiness). The main players for escalation are USA, Poland and the Baltics. Why they don't propose to use Poland or the baltics to continue the war then? It would be better because they warmongers are destroying Ucraine now with their rusofobic war-lust. It would be good to move the war to Poland and leave in peace Ucraine if it was possible. Some Russian individuals living in Western countries are boot-lickers, are ashamed of mother land, because of the bad propaganda against Russia, they just follow the riverstream as dead fishes.

I watched the interview for 9 minutes. Julia talks about "tough politics." After the collapse of the USSR, Russia began a soft policy. As a result, state secret documents were disclosed, which are still used and paraphrased by opponents. As the Country of Russia weakened greatly, the economy was destroyed. It was only 20 years ago. As a result, Russia was dictated how it should lead the country. After the words of Julia that Gorbachev never said that NATO would not expand. In order not to forget the thought, I immediately had to spend 3 hours and re-read his book: "the reunification of Germany." In chapter 2, he clearly writes that the conflict still arose when Germany was reunited and it had to decide which military bloc it would enter. There was still a proposal from the USSR to maintain neutrality. Bush Sr. was against it. As a result, Germany entered NATO, and Baker promised Gorbachev (quote): there will be no expansion of NATO jurisdiction and military presence by an inch eastward. " All steps to resolve this are spelled out in the 2 + 4 agreement. People, check the facts! Yes, it takes time. Julia is smart, but thanks to this, many use it. I know when they tell the truth 70%, add 30% from themselves and the further, the more unverified information is added. I will look further, so do not judge yet.

Way before the collapse of Soviet Union its economy was barely alive. USSR collapsed with its ''plan economy'' that simply didn't work. It happened more than 30 yrs ago. 90s were hungry and criminal times in which politicians who were never prepared or educated for it attempted to build new economic system + 2 wars in Chechnya. Putin came at a very convenient time when all the shocking economic reforms were basically completed and oil prices skyrocketed giving Kremlin whole another lvl of budget. There goes 6 yrs of economic raise. When the country becomes stagnant and Putin gets challenged by several political figures, he starts to talk abt ''stability'' and claims all the achievements to himself.. 2005- the end of Orange revolution in Ukraine when Putin fails to push through Yanukovich whom he controls. He gets a grudge over Ukraine and a preview of corruptive government being overturned. Scared of losing his power he takes steps towards rebuilding political system into personal autocracy. Here in 2007 he starts his NATO narrative steering public focus off of internal problems. It becomes a perfect answer to any questions and criticism. -''Where does the enormous budget go while half of our schools have no bathrooms?' -''It goes for army to defend us from NATO'' -''Why do we need you if you don' t develop the country'' -''I defend it from NATO'' 2008- Putin changes constitution for the first time t allow him to rule for more that 2 terms. From 2008 to 2012 Putin gets himself a throne-keeper, Medvedev. He steps down as a Prime-Minister, but everyone knows who gets the final word. Though Medvedev manages to get out a few liberal reforms. During Medvedev's presidency Navalniy is allowed to run for a mayor of Moscow. He comes second and becomes the most prominent oppositioner. 2011- first mass protests in reaction to widespread falsifications at elections for Duma. 2012 Putin comes back as a president, no oppositioners were given a chance to run for presidency, including Navalniy. May 2012 -''March of Millions'' on Bolotnaya brutally quashed. Here Kremlin starts to talk abt ''Western puppet masters'' leading protests in Russia. Socail contempt and economic issues continue despite Kremlin propoganda machine. 2014- Putin annexes Crimea with no resistance or blood. Quick, beautiful victory giving him social approval to continue ruling. 2015 - Putin kills Nemtsov, a politician who's unlike Navalniy had experience in Russian government and wider social support. 2018- Presidential elections, unfair, highly falsified. However, the Crimea consensus is still strong enough for the majority of population to not to condemn his rule. 2020- Putin changes the constitution again, annulling his previous terms, allowing him to rule till his death. 2022- ''Special Military Operation'', aka Putin's election campaign for 2024. He expected to take over Ukraine in 3 days. Economic effect of sanctions and possible isolation would be settled and socially excepted by 20204 and he would enter his new era as a glorious collector of Russian lands. Besides it's much easier to rule a poor, scared and isolated country. You focus too much on what Putin says instead of what he does.

You must abide by their terms of service and one of them is prohibition of posting disinformation, which is what you are doing. Much of the disinformation spread by Russian paid trolls are easily disproved so KZread should be able to make short work of your account :) Your country of Russia has never known real democracy so you cannot understand what having freedom is like. Putin cracks down hard on anyone who says anything that goes against Kremlin talking points.There is no free press in Russia; only Kremlin controlled propaganda outlets. Russians with access to the Internet who are not paid trolls like you can see world views different from that of Putin and the Kremlin. However, oppression in Russia is severe. Protesters are whisked away to spend 15 years in prison just for voicing opposition to the war. There are peple who are in jail just for pressing like on a Facebook post. Russia is a crazy alternate world to live in and I look forward to its dismantling into independent separate countries.

So many facts, circumstances and important background is left out of what she said. It's a pity. She should read Zbigniew Brzeziński "The Grand Chessboard", maybe then she better understands what's going on in Ukraine and why. The US always wanted to pull Russia in a war with Ukraine. It started with Maidan 2014 and will not end until US decides it to end.

Must be very hard for her to be part of two such different worlds. I´m from central Europe and this interview brought to me in full strength how my culture is "half-way". We´re very different from Russians and very different from Americans - and yet, we understand Russians a bit and Americans a bit... Globalization or not, we people are still children of our very specific cultures.

I feel the same! I grew up in the Baltics, moved to the West in my teens. With Ukraine, Belarus earlier and the leadup I have just been processing how interesting it is to be in this middle and how it makes me interpret the events differently. Best wishes :)

Ya, avoiding a military alliance dedicated to your nation's destruction, including the German Army, & nuclear weapons on your border just 400 miles from Moscow, or ending the eight years of shelling the Donbas, & the large, but beleaguered ethnic Russian minority in Ukraine has been subjected to, leaving over 15,000 civilians dead in that time, is real crazy. Did I forget to mention the ultra-nationalist NEO-NAZIS who have been heavily armed, & turned into militias to extrminate the non-Ukrainian Russian, Greek, & Roma-Gypsy populations who have call the Crimea, & Eastern, & Southern "Ukraine" home for several centuries, at least, not a crazy thing to deter. Same with all the other countries he mentioned. Its actually fascinating how Russia doesn't acknowledge others history, they just create a anti USA Russian version of history. Most Russians I have talked to didn't even know that the Vietnam war was between North and South Vietnam. They think it was USA vs Vietnam

All I hear in this interview is a woman who is not listening and is either so brainwashed or so ignorant of history she has no idea what she is talking about. Ignorant of the Cuba Crisis event when Russia was going to put missiles in America's neighbouring country Cuba like NATO is now trying to do in Russia's neighbouring country Ukraine and what America thought of this, ignorant of agreements made after world war 2, ignorant of Russia's history of supporting countries that are fighting their colonisers, ignorant of the world map and whose arms and missiles were getting closer and closer to whose boarder before this conflict happened, ignorant of who was responsible for the illegal over throw of an elected government in Ukraine and so the civil war that ensued in Ukraine if you can call it that because one side who supported the toppled democratically elected leader was almost defenceless civilians while the other which was the Ukraine government bombed it and riddled it with mines, just ignorance, ignorance, ignorance in everything she says on this topic. I like her a lot too. But It's strange that many people are surprised, even some Ukrainians, about the invasion. It was clear to me in 2008 when they attacked Georgia. I'm Lithuanian so we kind of knew.

I think we've always known what Russia thinks about America. Since WWII we've tried our best to have a War with Russia, but never getting there because Russia either backs down or breaks apart. The only way Russia is going to be tolerable is if we have the Russian People who don't agree with the Ukraine War taken out of the Country, then level the entire Country. The build a new Country or several Countries with a democracy that mirrors the West. PEACE ON EARTH!!!

You should be skeptical of anyone trying to justify leading us on the path to ww3. More people need to be skeptical. We need to ask if our current president is even lucid and competent and if he has enriched himself w Ukrainian bribes. They are blowing past every exit ramp on the way to ww3. We can't beat a 3rd world country like Afghanistan and want to poke at a nuclear superpower. The amount of blinking she does before giving an answer is a dead giveaway she prepares a neat little propaganda lie. Anytime anyone says war will be over quickly is an absolute liar. Unfortunately there have not been enough skeptics for every major war to push back and get real timelines. "Over by Christmas " is now the new 2 years a whole year into this conflict.
I can listen to this woman all day. So elegant and well informed.

@@TrentGustusNot saying she is 100% historically accurate, but what aspects of her statements were outright wrong? Much of her statements are fairly perspective-based on Putin's likely mindset in the decades and years leading up to 2014 and 2022 Ukraine invasions, including how he saw the US and the collective West as well as prior Soviet and Russian leaders. Outside of the perspective discussion, much of her historical conversation is fairly accurate overall.

These talking points in the west are merely propaganda for us in the west for us to approve of the absolute lies politicians give us to excuse themselves of the war and they've perpetrated on us in the west. Then Biden and a few other politicians get their family members in on large corporations to steal money.
