Perhaps the police used less-lethal rounds to break the glass, possibly to get a better look inside? The holes seem a bit larger than I'd expect a bullet to be, but I ain't no ballistics expert.

Why no sound

Sound compliments the chase. Sound and critique brings the viewers closer to the action and confirms what they maybe feeling, excitement, shock, frustration, anger, disbelief and more. Watching chases without sound feels like wearing soundproof headphones without benefit of even subtitles to an action/thriller movie...It just is not done.

Why did they not go after the guy who ran under the house, shows him going into the access vent.

Definition of stupid breaking and entering is worse than joyriding or or car stealing.
