Paul writes to Timothy, a young man who traveled with Paul. Paul has left Timothy in Ephesus to keep working with this large and growing church. Paul tells Timothy to keep teaching the people, elders/bishops the truth of God's word even when the leadership was desiring to go back to the law. The law only points to sin, it does not fix sin!
