If the private corporation starts providing the facilities, they will charge way more than government does. As of why electricity is considered a public facility, just imagine a day without electricity. You wouldn't be able to charge your electronics, you wouldn't be able to use the oven, and if it's summer, you won't be able to cool yourself down. Thus, it's a public facility.
