No, it's not. You have to buy it separatedly, for U$60.

does it project the image? or it is on tv?

New and revolutonary technology is being researched, and that is what makes XOne and Kinect the future. With the PSEye you can do a lot of things, including what you already could do in the eye-toy (Ps2) and Playstation Eye (PS3); so much progress, so much excitment... xD
