Search for “contract manufacturers” if you already have a formula. If you’re looking for formulation and manufacturing there are plenty of companies world wide. The Institute of Personal Care Science is one such company that will produce a formula for you. If in the US I could suggest Cindy J Cosmetics in Ohio I think?
Do you also manufacture color cosmetic like lip gloss,mascara,nail polish,lip balm,lip stick,essential oil,massage oil
