Not if he did not have a big hand in raising her. Some people think the only children in foster care or named an orphan , have dead parents. There are plenty of children who have been left behind and neglected, or the parents simply couldn't manage, and all the same, called orphans.

Her dad had a bad addiction problem so she had to go to foster care. Her mom is dead though. She lived with her grandma for a while but she also became unable to take care of her.
