I'd argue he was great at police work as long as it wasn't out in the field. Even though he barely left the office, his contributions to the case were crucial.

Prez's redemption arc was wonderful. I didn't have a good or bad opinion of his character until he became a teacher

I did have a bad opinion of Prez and it was pretty obvious he was directionless scumbag in the beginning. Piecing up his own squad car. Letting a couple rounds go. Blinding that kid. Dude was a mess and I didn’t like him. But then he started providing value in the office and he started coming around. It was whatever but you could tell be genuinely wanted to make an impact and make a difference. When he became a teacher, it showed he cared, especially with Dukie, and his redemption arc was underway. He ended up being one of my favorite characters.
