Margaret Keane is the author NOT Walter.
It almost looks like a Tim Burton piece. I wouldn’t be surprised if he was somewhat influenced by these.
Her paintings, are good,nicely done, but her, going has an accomplice to deceive others, for financial gain , now that was a masterpiece !!!
