I get so weirdly emotional when watching positive ambulance videos like this. I love that the vast majority of these people actually seem to care about others.

The seemingly hesitant car at the beginning was expecting the ambulance to go straight, but the ambu needed to go right. It was mostly a split second reaction.
In Germany drivers are pretty obedient, of course there are fines for blocking emergency vehicles
There's a Dutch saying "Doe normaal" (act normal)! 🤗
At 14:18 he used more sirens because of the danger of the intersection
Running a red light carries a fine of €300 or $325.12. therefore people are hasitating what to do

If you get a ticket, the officer is visible in the picture and his hand signals have priority over normal traffic rules.
