Landlords here don't want to fix anything especially their attitude that you are a rich foreigner and should just do it yourself even for big repairs .

That's why we built our own house. Even with my Filipina asawa, when we first rented we took care of our own repairs when renting. You're responsible for shower heater elements, aircon units, plumbing, association fees in the water bill, etc. The rents were cheap but the living conditions and heat and constant noise a pain in the ass. Enjoy our farmlot and home now where it's quiet.

Actually So you and others know, KAREOKE noise is illegal in the Philippines. Each Barangay and town or city have the Code with the acceptable hours for loud noise. All you have to do is bring a complain with the local "Pópo" and the will generate a "visitation" to the "perpetrators". The Only thing is they will know who generated the call, because thePopo will tell them......then you will probably suffer the consecuences of your "action".😱

Generally owners are 100% responsible for usual maintenance on property. --- So it sounds like 100% needs to be in writing or else the (expat) renter will be expected to fix - ''whatever happens'' to the place ? > That can be a good bit of $ - also - having to pay for previous use on other people's contracts ? (( Which is BS ! )) Really appreciate the warnings of all these possible $ grabs from us expats !!!

Sounds like an unmitigated nightmare. Your Slavic ancestors spent 20,000 years improving culture, technology and architecture so you could live well and these days we all travel to countries without these improvements.
