Cele was allegedly linked to CIT heist and drug trafficking during Zuma's tenure, if you remember, which eventually led to his removal. However, his return to the SAPS management hasn't shown any significant development towards fighting crime but rather we witness the escalation of violent crime in the country. To me, he is a mafia underworld boss who uses his position to thwart rivals in their shoddy deals. All those supposedly big crackdowns on criminals are just him backstabbing his competition.
