Software matters more than the hardware. Well developed and optimized software will run well even on low end hardware, such as League of Legends. PUBG isn't optimized so players need high end hardware to make up for it.

Be real, you know that's nonsense. "can play" doesn't mean good graphics or good FPS or an equal battle grounds. A decent APU can run PUBG on lowest settings on 720p at 20-30 FPS with spikes, far from even the ideal minimum. Anyone who can't play 1080p+ with max screen scale, textures, and antialiasing has a big disadvantage and will have far lesser skill improvement over hundreds or thousands of games compared to someone with a high end.

At no point did they show them loading up hacks! Battle Eye and Brandon Greene (player unknown) stated that 99% of cheaters come from China. Still at a loss of why they invade NA servers and cause lag and latency issues.
