He wasn’t in their custody. She said he was in placement so basically some type of court ordered detention for juveniles. Back in the day there used to be a detention center/school they sent you to but it got shut down for abuse so idk how they do things for juveniles these days. Sounds like his may have been in some kind of group home situation but idk what kind of placement let’s you just roam the streets. It’s supposed to be detention at the end of the day.

Its unfortunate but this kid was dealing with troubled kids and end up being killed sadly

I left Philly 9 years ago now. Loved so much about the city, but with a second child on the way and the future I saw ahead, I had to leave. Still miss the city but this was inevitable. You've got some of the most corrupt politicians, even more corrupt police departments, horrible public schools, a city that can't create employment opportunities, rampant gun violence, one of the worse opiod epidemics in North America and poverty. A true recipe for disaster.
