None of the shiny relics are bugged. You missed the one in area 155, inside of one of the gears.

There are 2 relics in area 172 but only one of them can be picked up. It doesn't count towards the 130 anyway, which is good. Just leaving a comment in case anyone was wondering.

No that is not bugged, it's supposed to be that way. It does not count towards the other relics.
