Because he wants to signal to the fans that he is same as them.. He wants the fans on his side. That's why he doesn't wear the suit in Manchester but did it in Bayern and Barca.

Not one single question about the match against Everton tonight, and they call it pre-match conference?. 😂 I wanted to know if Haaland and maybe DeBruyne are healthy and can play tonight. 🤔

I doubt it is. This seems to be after the CWC final. His outfit looks the same as what he wore in that game and Pep (and every other manager) barely ever wears a suit and tie for a pre-match presser.
