@@user-ut7ek5no2h while that is true, Jiren was going at full power by the end same as Goku and Goku came out on top, if he had lasted even just 10 seconds longer he would’ve put Jiren out of the stadium before getting hit by the recoil of using UI without having mastered it yet. Even after Goku was out of time, Jiren himself no longer had much strength left in him to the point where 17, normal non-golden Frieza and a fatigued SSJ Goku were still enough to end it compared to when he was going toe-to-toe with UI. It’s still debatable I won’t deny that, all I’m saying is that my stance is that since Goku was the one still standing after they both went full power and only failed to land the finishing blow at the last second, I think it’s reasonable to say Goku was the strongest at the ToP (even if it was only by the end)
