    Our Tibetan chitue carry Indian citizenship n American citizenship. If I not wrong . Whatever pay green book money. Don’t forget first . Our roots is Tibetans. And specially don’t forget Indian government. Our god father n mother is Indian government. They give land to Tibetans peoples.

    So foolish attitude. We youngsters so much lacking behind . We are not getting better opportunity . We are far behind comparing with others Indians . Once I got oppertunity to go foreign country as a team member with Indians staff . But I was made so embracing in each immigration center . Everywhere immigration center they stop me , interrogation done . Took so much time . Firstly my team waited for me . Later they left me bcos it’s too much embarrassing for them . When we come back in India everywhere it’s spread the news that I am holding yellow kind of passport which our team also need to face it problems . So so embarrassing. Later whenever our team ask to come along in outside country for work purposes . I always refuse to go . Like me how many youngster are facing . This is not good one . What’s the use of ic ?As a Tibetan we have RC or green book . Is it not enough ? Why we need ic .as we born in India . Why we can’t hold Indian passport ?

    Completely agreed or understand your inconvenience. Manu Tibetan has the same problem when we travel abroad especially those who travel frequently. I believe the green book should be the legit book which distinguishes Tibetan from non Tibetan. The down side of the Passport is if some tibetan do extraordinary in some field he/she will be known as respective nationality not as tibetan in the history like Tenzin Norgay (tibetan but globally known as Nepali or Indian) lots of extraordinary young tibetans coming up in the west sadly they will never be called as Tibetan. Chinese are using passports as a tool to claim that some influential Tibetans abroad are not Tibetan because of having a US / EU passport, technically right. Those Tibetans who really need a passport should apply but not everyone. just my view.

    Frankly, I don't believe that Tibetan immigrants and their descendants in India are treated as fairly as other Indians (who are also subject to local government bureaucracy). Young Tibetans, born in Tibetan settlements, no one has the right to stop you from contacting the authorities to apply for a birth certificate and Indian citizenship. But apart from your parents' dislike and your own wishes, THE GOVERNMENT OF INDIA is a very big problem. For the past 70 years, the Indian Constitution has provided that refugees are protected and assisted in Indian territory; and the Supreme Court of India has always strived for this. However, for various political reasons, Prime Minister Jawaharlal Nehru resolutely refused to accede to the 1951 United Nations Convention and then the 1967 Additional Protocol, relating to the status of refugees. . Similarly, over the past 70 years, up to now, the elected government of Prime Minister Narendra Modi has not been enthusiastic and treated the refugee community warmly. Currently, the United Nations has 146 countries participating in the 1951 Convention and 147 countries participating in the 1967 Protocol, out of a total of 193 member countries and 204 countries on Earth; But there is no India. And this United Nations agreement is the only HOPE for nationality registration and basic procedures for refugees to work and live normally in their country of residence (except for the Constitution of that country). In 2019, the Narendra Modi government passed the Citizenship Amendment Act (CAA), which promised a potential path to Indian citizenship for refugees, but in reality was based on religion and their nationality, except Muslims and minorities from Myanmar, and progress is extremely slow...to the point that NOTHING CHANGES!!! I'm not sure why your Parents fled with the Dalai Lama, but the truth is that when you left Tibet, to preserve the language and Buddhism, you confronted Communist China - a government which India ALWAYS WANT TO COMPROMISE. I feel sorry for the plight of young Tibetans, put in a difficult position (due to your Parents' decisions), but LUCKY the Dalai Lama has established the Tibetan Government in Exile (CTA), and continuously attract the attention of the Western World, about Tibetan culture and Buddhism, so that the World develops, cares and funds to maintain the welfare of the community. Tibetan refugee community and allowed to open representative offices in the United States, Australia, Canada, Switzerland, etc. and INCREASE OPPORTUNITIES to migrate and live in those countries, for Tibetans in India. I am sure that, during the 70 years of refugees, Tibetan friends in Indian settlements have never been the focus of Western people's attention and help. More precisely, the Dalai Lama and Buddhism along with the suffering and oppression of about 3 million Tibetans are trapped by the Chinese government's policy of destroying Tibetan culture and Buddhism. I also believe that the operating costs of the Tibetan government in exile (CTA) have always come from the United States and Western countries, along with the Tibetan diaspora that has migrated there and the monetary contributions of Tibetans in India is very small!!! So let's look at the whole story. When the Chinese government does not like you and the Indian government does not like refugees, the Dalai Lama and the Tibetan government in exile opened many representative offices in the West, and many Western citizens and The Dalai Lama wants to preserve Buddhism and the Tibetan language, the MOST REASONABLE THING that young Tibetans should consider is: - In the long term, India is not a suitable place for you to apply for citizenship and live permanently. I can be sure that your child will face great difficulties when applying for Indian citizenship. - America, Australia, Canada, Switzerland...etc are better countries for your job and your children's future. And in terms of helping Tibet, you have more resources and resources to SUPPORT the Tibetan government in exile (CTA) than in India.

    In any case, your Parents believe that fleeing the Chinese Communist Party is better for personal security and the freedom to practice Buddhism. As a child, you had to live in India, even if you wanted to return to China, and the Indian government did not consider you an Indian child. The precarious little government you rely on is just that: CTA I have heard praise for the economic development and modernization of the Tibetan people with the help of China. But actually it is a very normal thing, if you look at Bhutan or Bangladesh, the Dalai Lama's government will be much smarter and wiser than the Bhutanese king. And it is a tragedy that the Tibetan people cannot enjoy modern life and religious freedom, as the Bhutanese experience, because of the Chinese Army invasion - something the Bhutanese government is also concerned about. Anyway, China has closed the border, Tibetans cannot cross the border and you cannot return to China. The Indian government, despite YEARS OF PUBLIC VIOLATIONS of the Constitution and the Courts, has not granted Indian citizenship to ALL REFUGEE COMMUNITIES: Afghanistan, Myanmar and Tibet. It's a sad political story but life rarely comes with a free lunch, and the plight of the Tibetan people remains most hopeful, with the help of the Dalai Lama and the CTA. In any case, be wary of the Indian government's propaganda on the refugee narrative and determine that migrating to the West is best for you and your children, and better for your health. Voluntary support with the Tibetan Government in Exile (CTA) preserves the Tibetan language and Buddhism! And if Mom, Dad and you want a life of prosperity and comfort, with more hope than other refugee communities, such as Myanmar, then connecting with CTA is important! The Indian government almost considers Tibetans to be on the margins of society, don't rush to compare yourself with the Indian people!!! On December 22, 2010, the Delhi High Court issued its decision in Namgyal Dolkar v. Ministry of External Affairs. The court ruled that Ms. Dolkar was indeed a citizen under the Indian Constitution, which states that individuals born in India between January 26, 1950 and July 1, 1987 are Indian citizen. In August 2013, in the case of Tenzin Choephag Ling Rinpoche v. Union of India, he was born in Dharamsala in 1985 and was denied a passport by the Regional Passport Office with the highest opinion of the Ministry of Home Affairs. The Karnataka High Court intervened and ruled that: Tenzin Choephag Ling Rinpoche, is a LEGAL INDIAN CITIZEN. On 13 May 2016, Lobsang Wangyal, who was born in India in 1970 and thus qualified for birthright citizenship under the Citizenship Act, sued the Indian government for refusing to grant Indian. The Constitution and the Courts affirm that: Tibetans born in India between January 26, 1950 and July 1, 1987, regardless of ethnic origin, are legal citizens of India. and their future descendants are also automatically legal Indian citizens. Despite these decisions of the Supreme Court, the policy of the Government of India remains unchanged. Very few Tibetans have been able to obtain Indian citizenship and most remain ineligible for citizenship, and are ALWAYS considered foreigners and stateless.

    Having an Indian passport doesn’t change your real identity. What about those people from foreign countries having citizenship of other regions?? And there’s nothing wrong in having Indian passport.

    Thank god that I now am American 🇺🇸 citizen. The embarrassment I had to go through each time I go on vacation to India. Some of the immigration officer 👮‍♀️ ask stupid question 🙋‍♂️ some say they have never seen this yellow book, some make you stand aside at immigration for 30 mins to hours just because they want to confirm with the senior team. People stare at you assuming you have done something wrong. But since I got USA passport, dare they look down on me. Life is much easier. But I am still very much of a Tibetan and nothing changes. If a document 📃 can make your life easier then go for it without hesitation.

    Do you know what sort of terms and condition China might apply via (if and only if) agreeing to our "MIDDLE WAY APPROACH" ?one of them could be, That you and these other country passport holders stay the F$$K out of Tibet since ur of that other country citizen. What if these are applied to our Tibetan government by China? What becomes of you then? now these have lotta advantages to china because all that will head home to Tibet mostly be older generation because they had hope and sticked to it. Unlike fresh ones like you who wanted to ignore the identity certificate(IC) and not hold on to it. Eventually the older ones will go without trace. And thus making China win again. If you want u can release ic but don't spread misinformation here. Bhungu. Rc, ic and green book.... All three is NEEDED AND PRESERVED.

    Hats off to Shreemati Gyari Dolma la for being an open and broad minded kalon towards realistic obstacles or difficulties the Tibetan people, in spite of having IC, have been facing with over the past several years. We need positive action on sollving the problems the people are facing with it practically at the time of travelling from one place to anorher.

    I have a question: to have Indian passport, you need to submit your RC right? To be a Tibetan civil servant, you need to have R.C and green book but to be a chithue or kalon, you don’t need RC ? What logic is that? Why only civil servants but not chithues. Are chithues or kalons not Tibetan people’s representative?

    most of the cta high official themselves have an Indian passport : GYARI DOLMA IS A HOLDER OF INDIAN PASSPORT AND SO AS SO MANY OFFICIALS, EX SIKYONG LS HOLDER OF THE US PASSPORT, PT AND THEIR FAMILIE HOLDER OF A CANANDIAN PASSPORT. SO WHY TIBETAN PEOPLE LIVING IN INDIA ARE FORCED TO HAVE THE CERTITICATE OF IDENTITY WHICH IS ALMOST OF NO USE. SOME OF THE COUNTRY WON'T EVEN ALLOW TO TRANSIT FROM THE AIRPORT THATS WHY SO MANY TIBETAN STUDENT ENROLING IN CANADIAN UNIVESITY HAVE TO PAY ABOVE 2 TO 3 LAC IN SOME CASES JUST FOR THE ONE WAY AIR TICKET AS THEY ARE LEFT WITH ONLY AIR INDIA OR AIR CANADA AS AN OPTION. IN SOME CASES IF TIBETAN WANT TO WORK IN UAE, MALAYSIA THEN AGAIN CERTIFICATE OF IDENTITY IS NOT ALLOWED. BEFORE IMMIGRATING TO OTHER COUNTRIES OR GOING TO MEET SPOUSE OR OTHER SIBLING, IC HOLDER AGAIN HAVE TO GET SO MANY PAPER WORK AGAIN, RETURN VISA EXIT PERMIT ETC.     If we hv our relatives who live in abroad and got citizenship… we rejoice….. maturity of people in abroad hv own citizenship of that respective nation . Still they all fight for cause of Tibet. So why Tibetan in India are being look down if they want to apply for citizenship. No matter what citizenship one will hold…. Blood of Tibetan will run on all of us… will fight and raise voice for Tibet always. Personally I don’t think anything is higher or lower by holding passports… one has to do for what he has to do. If need arises… apply. If not. Tn stay on IC. Just don’t enjoy dual benefits. Tats all.

    Gyari Dolma and all her brothers are Indian Citizens and having Indian Passport all her life. Lhagyari Namgyal Dolkar is Indian Passport holder

    My son goes to english school and he s deprived of going school tour programme outside india .. he s the only one who s facing lot of problems while holding IC .. though my son participate in all the 10 march and speak fluently in tibetan , celebrates all tibetan festivals and he s pure tibetan and we pay green book every year , we r proud to b called tibetan but IC s passport for traveling purpose not something that we label as tibetan or not !! I want to know why we r paying green book if we r not tibetan .... why we keep holding green book and voting purpose .. for voting purpose nobody s asking to bring IC or school admission in tibetan .. so with or without IC .. nobody can deny our rights of tibetan just basis of this IC wthr we have or not !!

    Late Pundit Nehru Ji too suggested NOT to take up an Indian citizenship! So, does His Holiness! There was a reason Why IC was Issued at the very first place! We were given SHELTER at India. So, that we could revive and KICK OUT CCP from Tibet… we didn’t FLED TO INDIA to get an Indian citizenships. Nor to SETTLED in India…. We came so that we can FREE TIBET from CCP! Never ever forget that my fellow TIBETAN brothers and sisters! And keep fighting for!!! Remember, 98% of our people Still SUFFERS under brutal Chinese REGIME! ✊

    Dear Pema, you are right, but the issue of a restored independent Tibetan state will be very complicated and long-lasting. An Indian passport does not make someone less Tibetan. Tibetans from Ladakh with Indian passport are no worse than those Tibetans from Dharamshala. Don't forget that someone from Zanskar can be a Muslim and even move to Pakistan, but he can still be a Tibetan in his heart. ❤❤

    Green Book ( Chatrel lakdhep) should he the book which will says tibetan or not. Passport & IC are just for the convience. Without passport its pretty damn hard for tibetans to rub shoulder with other nationalities.

    And what about those Tibetan who stay in Nepal holding no rc and yet those parliament don’t give shit about that matters.. its not only india here tibetan in Nepal are facing much cause here making nepali citizens or passport is illegal and caught many Tibetans in custody and still on search. Reason is we don’t get rc in nepal. But atleast chitue and kalon should discuss this matters seriously.

    hello it does not matter which nationality you belong to, the core point is do not lose your Tibetan identity..do not assimilate into any nationalities, integration is fine and works out well; however you are Tibetan, you will be forever Tibetan no matter how long, how deep you are rooted in American/European/Canadian culture/tradition etc. We will never escape from our root/DNA. Hence citizenship from any countries you earned/achieved. U R A TIBETAN FIRST AND THE LAST ;end of discussion

    Making RC Is a not a Big issue because IC Doesn’t work as RC Does . it’s CTA Job to make value of IC through Foreign Dialogue. When other nation are not accepting IC then it is not worth to Carry IC Nah ?

Having citizenship of other nation doesn't mean that one would abandon his or her love for Tibet. our identity on piece of paper might change but Not our hearts for Tibet.     I believe CTA should focus more on empowering Tibetan to reach its full potential than fighting regarding you hold passport or stateless. When someone achieve great things and you know it’s Tibetan you will feel proud. So focusing for children education is key. For the success of Tibetan. And giving the best opportunities to empower them not to take them down by many policy.

    Baseless discussion, make Indian passport and travel the world wherever you want, these rules should be equally to all tibetan, why only we commoners has to be follow the rule they make when leaders themselves and their family members holding other country citizenship and taking benefits from all over, so stop doing divide and rule kind of politics, just focus on other matters, we have lot more things to do rather then wasting time on stupid matters, infact greenbook should be more prioritize then IC and RC.

    Dhondup Wangchen took on the punishment from the people who looked upon him as worse than a street dog. For the sake of Tibet. His parents, children and wife arrived at Dharamsala. His wife had to struggle so hard to support her family with dhondup wangchen still in torture cell at home. Right under the nose of CTA and amids the rich wealthy Tibetans, Freedom fighters family nearly straved to death. Isnt this pathetic? Dendra ngo tsha la

    Sometimes it’s really complicated with the Green Book payment or get an original Green Book. The Tibetl office should careful of decreasing the Green Book payment

    Dearest Tibetan people, if you don't have passport and willing to issue it.pleasr I request you all never issue at REGIONAL PASSPORT OFFICE BANGALORE. It's not good for us. Partial and put you in a ocean of problems. The service is so bad and now they are targeting Tibetan people since they know about fake passports in the past. Try at other state. This is only for your kind information. Please.

    Dear Tibetans, the issue of passport and identity is very complicated even in the European Union. The Soviet Union occupied 1/2 of Poland's territory in 1939. The Polish government in exile never came to terms with the loss of these lands and treated the inhabitants of these areas as Polish citizens. After the free elections in 1989, the real democratic Polish government forgot about the rest of the citizens in the east. The Polish government only cared about relations with the Soviet Union. The most important thing was for the Soviet Union to withdraw its 70,000 occupation troops and for the new Polish government to forget about the million Poles in the still occupied territories. The issue of the descendants of Polish citizens in the east has not been considered for over 30 years. There has been a Pole's Card identification document since 2007, but the government did not foresee that Poles from Lithuania are also citizens of the European Union and there are European anti-discrimination regulations.

    Right Gyari Dolma la! Example:- If anyone our family members marry with foreigners ( western people) rest of family members appreciate him/ her. But when someone marry with Indian family, rest of families members objected him/ her or didn’t easily accept his/her marriage. Strange!!!!!!! It’s completely racism in Tibetan refuge. In Tibetan community dual citizenship is accepted. Green book is everything for us not the RC. Future when we become an independent country then only Green book with be check not RC 🙏🏻🙏🏻🙏🏻 I think this guy trying to say American Tibetan are good and Indian Tibetan are bad. Strange☹️☹️☹️

    In fact, holders of Indian citizenship are not allowed to take dual citizenship. As a result, they cannot participate in Tibetan politics. Any Kalon or Chithue with Indian passport is violating India's constitutional rights by breaking the law. Gari dolma is also having Indian passport since she was normal Chethue . As a result, she got hurt and trying to clarifying the matter.

    In the modern Era of the 21st century the gov has to take initiative to adapt as much as possible for the benefit of his people and country and not the power of chairs and sentiment of personal feelings as you are the sole representer of the people. Practical and far sighted view is needed. No Tibetan is less Tibetan if he or she is indirectly contributing for the cause of Tibet as he best knows. Lastly His Holiness the Dalai Lama view point of middle path is best suited for the Tibetan people at the present. Remember out of 100% only 20% Tibetan reside outside and 80% inside Tibet. Prayers to all for the benefit of all community in the Universe🙏

    Wherever you apply citizenship in any other countries, your origin or national identity remains same in their document. After certain years of your residency in these countries, are you legally eligible for citizenship. But it doesn’t not mean you are from that country. Because they are still Tibetan and that what they call you as well.

    Monpa Tawang they didn’t have a IC why they take a France citizen ship they are pure Indian citizens ship. That means dual benefits they take. They administrative did not give a ration. Card to Tibetan. Chitu must ensure these Indian citizens from Himalayan Tawang .
