Use the propeller hat and fly up as high as the bank, turn it off, parachute, then turn the hat back on. It’s fast and you can fly up and down with this setup.

Spy if you go to the storm at perfect parachutes and expect from going to the storm go to the big boat in the ocean and talk to the girl at the top of the stairs talk to her before the plane drives away because if you don’t you have to do it again and the polite will say “you didn’t do it in time we gotta retreat” and that’s it (that’s how you get the tornado outfit)
